As\u00ed es como dise\u00f1\u00f3 e implement\u00f3 una planificaci\u00f3n estrat\u00e9gica que tiene los siguientes ejes rectores: a) reorganizaci\u00f3n institucional para enfrentar la laza en la demanda en solicitudes de marcas y en menor medida de patentes; b) modernizaci\u00f3n del sistema de propiedad industrial, ubicando a Chile con uno de los sistemas m\u00e1s moderno del mundo, a trav\u00e9s de la denominada Ley Corta de Propiedad Industrial y la Adhesi\u00f3n del Protocolo de Madrid ; c) tambi\u00e9n se ha puesto \u00e9nfasis en desarrollar programas que promuevan la transferencia tecnol\u00f3gica a partir de la propiedad industrial, con programas de mentor\u00edas que incorporan especialistas nacionales e internacionales, as\u00ed como tambi\u00e9n con asesor\u00edas de gesti\u00f3n estrat\u00e9gica de la PI e informes del dominio p\u00fablico; d) finalmente, la gesti\u00f3n estuvo tambi\u00e9n enfocada en fortalecer los procesos online y el programa de teletrabajo, alcanzando el 99% de tramitaci\u00f3n de marcas y patentes presentadas v\u00eda portal web.\nA) Reorganizaci\u00f3n institucional para enfrentar la laza en la demanda en solicitudes de marcas \nEn materia de solicitudes de registro de propiedad industrial, al a\u00f1o 2021 se present\u00f3 una variaci\u00f3n de 50% en la presentaci\u00f3n de solicitudes de marcas respecto del a\u00f1o 2017, alcanzando las 50.099, siendo un r\u00e9cord hist\u00f3rico de presentaciones. En este contexto, cabe destacar las solicitudes de marcas presentadas por chilenos, las que aumentaron en 2021 un 66% respecto de 2017, llegando a 41.682 solicitudes. En cuanto a patentes, durante el a\u00f1o 2021 ingresaron 3.585 solicitudes, lo que signific\u00f3 un aumento de un 3% en el en la cantidad de solicitudes respecto de 2017. Todo lo anterior, ha significado reorganizar el trabajo interno del departamento de marcas, as\u00ed como tambi\u00e9n de atenci\u00f3n a usuarios, intensificando algunos canales de consulta y asesor\u00eda, para hacer frente a los m\u00faltiples requerimientos de los nuevos solicitantes.  \nB) Modernizaci\u00f3n del sistema de propiedad industrial\nEn materia de modernizaci\u00f3n del sistema de propiedad industrial, durante el a\u00f1o 2021 se aprob\u00f3 la Ley N\u00b021.355 que representa una modernizaci\u00f3n efectiva del sistema de propiedad industrial, respondiendo as\u00ed a las actuales  tendencias en materia de protecci\u00f3n de derechos de propiedad industrial. Uno de los avances m\u00e1s importantes de esta ley, es la introducci\u00f3n de las patentes provisionales que apunta a evitar que aspectos como la evaluaci\u00f3n de patentabilidad o su escalabilidad comercial se conviertan en un freno para proteger las innovaciones, manifest\u00f3 la autoridad del organismo. Los innovadores tambi\u00e9n se ver\u00e1n beneficiados mediante el pago por anualidades, como medida alternativa al sistema de decenios o quinquenios, dependiendo del tipo de derecho.\nEn materia de marcas comerciales, una de las modificaciones m\u00e1s esperadas por INAPI es la incorporaci\u00f3n del requisito de uso para mantener la vigencia de los registros marcarios. Con esto se busca que los derechos exclusivos y excluyentes de las marcas tengan sentido, es decir, que la marca efectivamente se use en nuestro mercado para identificar productos o servicios. Finalmente cabe destacar figura la incorporaci\u00f3n de diferentes tipos de marcas, a trav\u00e9s de una nueva definici\u00f3n conceptual que ampl\u00eda las posibilidades, al excluir el requisito de representaci\u00f3n gr\u00e1fica, entre ellas, las marcas tridimensionales. \nEn mayo de 2021, el Congreso Nacional aprob\u00f3 la incorporaci\u00f3n de Chile al  Protocolo de Madrid, iniciativa administrado por la Organizaci\u00f3n Mundial de Propiedad Intelectual (OMPI) y que permitir\u00e1 que los usuarios chilenos puedan solicitar sus registros fuera de nuestras fronteras en forma centralizada, por medio de un procedimiento sencillo, m\u00e1s r\u00e1pido y econ\u00f3mico.\nC) Desarrollo de programas que promueva la transferencia tecnol\u00f3gica a partir de la propiedad industrial\nRespecto de la difusi\u00f3n del conocimiento tecnol\u00f3gico y la transferencia tecnol\u00f3gica, se consolid\u00f3 el funcionamiento de dos versiones del programa \u201cINAPI RUNNING\u201d y m\u00e1s de 30 \u201cAsesor\u00edas en gesti\u00f3n estrat\u00e9gica de la propiedad intelectual\u201d,  dirigidos a empresas, universidades y centros de investigaci\u00f3n, tendiente a entregar elementos para identificar, proteger activos intangibles  y facilitar la transferencia tecnol\u00f3gica. Adem\u00e1s en el periodo 2018-2021 se publicaron 41 informes de dominio p\u00fablico con el objetivo de informar a quienes sea de inter\u00e9s, tecnolog\u00edas de libre disponibilidad y uso.\nEn 2021 se lanz\u00f3 el programa INAPI m\u00e1s origen, concurso que busca apoyar a productores\/as, artesanos\/as y pescadores\/as locales ligados\/as a productos tradicionales chilenos, que forman parte del programa Sello de Origen. Las 10 organizaciones que fueron seleccionadas recibieron una asesor\u00eda de una red de expertos nacionales e internacionales, que les permitir\u00e1 identificar las fortalezas de sus productos y dise\u00f1ar una adecuada estrategia asociada a su origen territorial, para fortalecer su presencia en el mercado.\nD) Fortalecer los procesos online y el programa de teletrabajo\t\nDurante el a\u00f1o 2020 INAPI sufri\u00f3 dos atentados incendiarios en edificio institucional. Gracias a la consolidaci\u00f3n de la digitalizaci\u00f3n de los procesos y el programa de teletrabajo, consolidado desde el 2018, se consigui\u00f3 asegurar la continuidad operativa del servicio, alcanzando el 99% de tramitaci\u00f3n de marcas y patentes presentadas v\u00eda portal web. Las anteriores condiciones permitieron adem\u00e1s el reforzamiento de los sistemas de seguridad, f\u00edsica y emocional de funcionarios y funcionarias y de seguridad de la informaci\u00f3n con que cuenta INAPI.\nen los a\u00f1os 2019 y 2020 INAPI fue uno de los ganadores de Premio Anual de Excelencia Institucional del Servicio Civil.
