La ejecuci\u00f3n presupuestaria de la Direcci\u00f3n durante estos 4 a\u00f1os fue siempre superior al 99%.\n\nLa Direcci\u00f3n presenta un cumplimiento sobre el 98% en los Convenios de Desempe\u00f1o Colectivo dentro del periodo de gobierno y respecto al PMG se cumpli\u00f3 sobre un 99%.\n\nEn este periodo las principales obras que se terminaron son, las Etapas I, II y III del Mejoramiento de la Costanera de Valdivia, en la Regi\u00f3n de los R\u00edos, en la Isla de Chilo\u00e9 se termin\u00f3 el mejoramiento del Borde Costero del Balneario Municipal de Ancud, Arena Gruesa, las dos primeras etapas del Borde Costero en Puerto Saavedra Regi\u00f3n de la Araucan\u00eda y Mejoramiento Borde Costero Playa Las Machas Etapa 3 de la regi\u00f3n de Arica y Parinacota.\n\nAdem\u00e1s la construcci\u00f3n de Borde Cumberland Juan Fernandez Sector Sur obra que reconstruye el borde costero de la Isla despu\u00e9s de Tsunami 2010.\nEn pesca se destacan la Construcci\u00f3n de la Caleta Mehu\u00edn obras mar\u00edtimas y terrestres, donde se beneficiaron directamente 540 pescadoras y pescadores, tambi\u00e9n el mejoramiento de la caleta de pescadores el Quisco y la Construcci\u00f3n de la Caleta Ventanas en Punchuncav\u00ed. \nEn relaci\u00f3n a la Conectividad se termin\u00f3 la Construcci\u00f3n de Terminal Portuario de Chait\u00e9n donde se invirti\u00f3 m\u00e1s de 6.000 millones con fondos sectoriales y del Gobierno Regional de los Lagos, y la Construcci\u00f3n de la infraestructura portuaria para la conectividad menor de Quell\u00f3n, con las islas de esa comuna. En el r\u00edo Bueno, se desarrollaron 2 obras de conectividad fluvial en los Juncos y Cofalmo, de gran impacto social debido a al alto \u00edndice de ruralidad del sector.\n\nTodo ello fue cumplido, gracias a una adecuada gesti\u00f3n integral del Servicio, donde se complementaron recursos sectoriales del Ministerio de Obras P\u00fablicas con fondos de inversi\u00f3n regionales, adem\u00e1s del apoyo t\u00e9cnico y profesional de funcionarios y funcionarias de la Direcci\u00f3n de Obras Portuarias a nivel nacional. Se continu\u00f3 con las pol\u00edticas p\u00fablicas orientadas a mejorar el borde costero nacional, ya que ha sido beneficioso no s\u00f3lo por la mayor seguridad que otorgan a las zonas costeras, sino tambi\u00e9n porque se generan espacios p\u00fablicos de calidad, inclusivos y acogiendo requerimientos de la ciudadan\u00eda a trav\u00e9s de procesos participativos con enfoque de g\u00e9nero, contribuyendo a la calidad de vida y el desarrollo econ\u00f3mico local ligado a actividades tur\u00edsticas. En este marco se ha desarrollado un est\u00e1ndar de entrega de proyecto de accesibilidad, seg\u00fan lo establecido en el DS-50 de la Ordenanza General de Urbanismo y Construcciones, para presentar al organismo fiscalizador que corresponda, para lo cual se han realizado importantes avances con el Ministerio de Vivienda y Urbanismo para establecer requisitos para la presentaci\u00f3n de Proyectos de Accesibilidad. \n\nResultados de la Gesti\u00f3n a\u00f1o 2021\n\nEl presupuesto de inversi\u00f3n ejecutado por el Servicio el a\u00f1o 2021 fue de M$72.860.063 para el presupuesto regular y de M$9.916.624 en Fondos de Emergencia Transitorio, que corresponde a una ejecuci\u00f3n del 99,6% del presupuesto vigente (M$83.067.819).\n\nEn el programa de inversi\u00f3n en infraestructura portuaria pesquera artesanal, se invirti\u00f3 el a\u00f1o 2021 m\u00e1s de 11.900 millones de pesos, finaliz\u00e1ndose 6 nuevas obras en Puerto Manso (obras mar\u00edtimas) ubicada en la comuna de Canela y la Construcci\u00f3n de Chungungo comuna de la Higuera en la Regi\u00f3n de Coquimbo, las obras complementarias y el espig\u00f3n en la caleta Duao y la ampliaci\u00f3n de la explanada en la caleta Curanipe, en la regi\u00f3n del Maule, la ampliaci\u00f3n del muelle pesquero artesanal en Lota Bajo, regi\u00f3n de Biob\u00edo y el mejoramiento de la caleta Bonifacio en la Comuna de Valdivia.  Estas obras benefician directamente a m\u00e1s de 2 mil mujeres y hombres de mar, e indirectamente a m\u00e1s de 8 mil personas, que habitan en estas comunas.\n\nResultados de la Gesti\u00f3n a\u00f1o 2020\n\nEl presupuesto de inversi\u00f3n ejecutado por el Servicio el a\u00f1o 2020 fue de M$71.411.475, que corresponde a una ejecuci\u00f3n del 99,5% del presupuesto vigente (M$71.705.970) (moneda del a\u00f1o). Se cumple con un 100% los compromisos institucionales PMG y se logra un promedio Nacional de 99% en el Convenio de Desempe\u00f1o Colectivo.\n \nEn el programa de inversi\u00f3n en infraestructura portuaria pesquera artesanal, se invirti\u00f3 el a\u00f1o 2020 m\u00e1s de 14.541 millones de pesos, finaliz\u00e1ndose 3 nuevas obras en Caleta Sierra de la regi\u00f3n de Coquimbo, Caleta El Quisco de la regi\u00f3n de Valpara\u00edso y Caleta Mississippi de la regi\u00f3n de Los R\u00edos, que benefician directamente a m\u00e1s de 343 mujeres y hombres de mar, e indirectamente a m\u00e1s de 148.505 personas, que habitan en estas comunas. Adem\u00e1s es complementado con el t\u00e9rmino obras de conservaci\u00f3n en otras 29 caletas pesqueras a lo largo del pa\u00eds.\nSe invirti\u00f3 m\u00e1s de 8.946 millones de pesos, terminando 2 obras portuarias de conectividad, la construcci\u00f3n de la rampa Quinterqu\u00e9n en Isla Caucahu\u00e9, regi\u00f3n de Los Lagos, y la infraestructura mar\u00edtima de Puerto Norte \u2013 Isla Santa Maria, Etapa II, regi\u00f3n de B\u00edo B\u00edo. \nEl programa de inversi\u00f3n en infraestructura portuaria de bordes costeros, se invirti\u00f3 el a\u00f1o 2020 m\u00e1s de 22.851 millones de pesos, entreg\u00e1ndose 8 obras de borde costero en las siguientes localidades: Iquique, regi\u00f3n de Tarapac\u00e1; La Chimba, regi\u00f3n de Antofagasta; Juan Fern\u00e1ndez, regi\u00f3n de Valpara\u00edso; El Morro de Lota, regi\u00f3n del Bio B\u00edo; Saavedra II, regi\u00f3n de Araucan\u00eda; Costanera de Valdivia (tramo 2), regi\u00f3n de Los R\u00edos; costanera de Queilen, Costanera y Arena Gruesa de Ancud, regi\u00f3n de Los Lagos, beneficiando un total de 820.708 personas, habitantes de esas localidades.\nLa inversi\u00f3n en conservaciones fue 32,7% del total del presupuesto, fuertemente influido por la gran cantidad de obras construidas durante las \u00faltimas d\u00e9cadas, que obligan a realizar este tipo de actividades para prolongar su vida \u00fatil prestando servicio adecuadamente, considerando que todas ellas est\u00e1n emplazadas en un ambiente agresivo propio de la naturaleza que contribuye a la corrosi\u00f3n por el ambiente salino, y por las distintas emergencias que han ocurrido especialmente en la \u00e9poca de invierno.\n\nResultados de la Gesti\u00f3n a\u00f1o 2019\n\nEl presupuesto de inversi\u00f3n ejecutado por el servicio el a\u00f1o 2019 fue de M$61.662.084, que corresponde a una ejecuci\u00f3n del 99,3% del presupuesto vigente (M$62.099.040) (moneda del a\u00f1o). \nSe cumple con un 100% los compromisos institucionales PMG y se logra un promedio Nacional de 99,4% en el Convenio de Desempe\u00f1o Colectivo.\n\nDurante ese a\u00f1o fue relevante el desarrollo del borde costero nacional, donde, a trav\u00e9s de infraestructura costera, se mejor\u00f3 las condiciones de seguridad y tur\u00edsticas que ofrece este territorio a nivel nacional, con obras finalizadas en Arica, Mejillones, Puerto Saavedra, Valdivia y Llanquihue. El 29% del presupuesto fue destinado a este \u00e1mbito. Tambi\u00e9n es relevante lo realizado en infraestructura portuaria pesquera artesanal, donde con una inversi\u00f3n de MM$7.460 se avanz\u00f3 en mejorar las condiciones higi\u00e9nicas, y de operaci\u00f3n en 10 caletas pesqueras ubicadas entre la regi\u00f3n de Coquimbo y la regi\u00f3n de Magallanes y Ant\u00e1rtica Chilena. En cuanto a conectividad mar\u00edtima, fluvial y lacustre, se ejecut\u00f3 una inversi\u00f3n de MM$2.933, para mejorar las condiciones de operaci\u00f3n de habitantes ubicados en zonas aisladas, que utilizan preferentemente este modo de transporte. Se iniciaron 5 obras de conectividad en las regiones del B\u00edo Bio, Los R\u00edos y Los Lagos.\n\nEs as\u00ed como en el programa de inversi\u00f3n en infraestructura portuaria pesquera artesanal, se invirti\u00f3 el a\u00f1o 2019 m\u00e1s de 7.460 millones de pesos, finaliz\u00e1ndose 4 nuevas obras, que benefician directamente a m\u00e1s de 1.645 pescadores(as) artesanales, e indirectamente a m\u00e1s de 65.542 personas, quienes habitan en estas comunas.\n\nEn conectividad mar\u00edtima, se iniciaron 5 obras portuarias de conectividad, se invirti\u00f3 m\u00e1s de 2.933 millones de pesos. Se inici\u00f3 la construcci\u00f3n de infraestructura mar\u00edtima Puerto Norte \u2013 Isla Santa Mar\u00eda, Embarcadero en la caleta de pesqueras de Mississippi, Rampa Quinterqu\u00e9n, pont\u00f3n flotante, puente basculante, explanada en la caleta Aul\u00e9n comuna de Hualaihue y finalmente la Construcci\u00f3n de Terminal Portuario en Chait\u00e9n. Estas 5 obras beneficiar\u00e1n directamente a unas 29.265 personas de sectores aislados e indirectamente a 159.907 habitantes favoreciendo la conectividad comunal y el turismo, mejorando sus condiciones de transporte y seguridad, y el acceso a servicios b\u00e1sicos.\n\nEn el programa de inversi\u00f3n en infraestructura portuaria de bordes costeros, se invirti\u00f3 el a\u00f1o 2019 m\u00e1s de 17.908 millones de pesos, finaliz\u00e1ndose 5 obras de borde costero en las siguientes localidades: Playa Chichorro, Mejillones, Sector Plaza de la Cultura, Puerto Saavedra (etapa 1); Costanera de Valdivia (tramo 1); Llanquihue Sector Muelle (etapa 1); que benefician un total de 430.952 personas, habitantes de esas localidades.\n\nLa inversi\u00f3n en conservaciones fue 53,8% del total del presupuesto. La inversi\u00f3n total fue de 27.847 millones, la cual se desglosa en los distintos productos estrat\u00e9gicos base de la Direcci\u00f3n, enfocada principalmente a la recuperaci\u00f3n del borde costero a lo largo Chile.\n\nResultados de la Gesti\u00f3n a\u00f1o 2018 \n\nEn presupuesto de inversi\u00f3n ejecutado por el servicio el a\u00f1o 2018 fue de M$60.699.920, que corresponde a una ejecuci\u00f3n del 99,8% del presupuesto vigente (M$60.805.995) (moneda del a\u00f1o). \n\nEn el programa de inversi\u00f3n en infraestructura portuaria pesquera artesanal se invirti\u00f3 el a\u00f1o 2018 m\u00e1s de 5.580 millones de pesos, finaliz\u00e1ndose 2 nuevas obras, que benefician directamente a m\u00e1s de 600 pescadores(as) artesanales, e indirectamente a m\u00e1s de 10.400 personas.\n\nSe finalizaron 2 obras portuarias de conectividad y se inici\u00f3 la construcci\u00f3n de obras mar\u00edtimas y terrestres de conectividad para transbordadores en Puerto Navarino. Se finaliz\u00f3 la construcci\u00f3n de un muelle para la conectividad menor de Quell\u00f3n y la ampliaci\u00f3n de la infraestructura de conectividad en Bah\u00eda Bahamondes ubicada en el Lago O\u2019Higgins en la regi\u00f3n de Ays\u00e9n. Estas dos obras beneficiar\u00e1n directamente a unos(as) 1.000 personas de sectores aislados e indirectamente a 27.817 habitantes favoreciendo la conectividad comunal y el turismo, mejorando sus condiciones de transporte y seguridad, y el acceso a servicios b\u00e1sicos.\n\nSe finalizaron obras de borde costero en 10 localidades: Playa Las Machas (etapa 2) en Bah\u00eda Inglesa, Pichilemu (etapa I), Duao - Iloca; Constituci\u00f3n (etapa 2); Loanco; Tom\u00e9 Sector Bellavista; Costanera de Dalcahue (etapa 2); Curaco de V\u00e9lez (etapa 1); Costanera de Ancud (etapa 1); y Achao (etapa 1); con un total de 210.715 beneficiarios(as).\n\nEn el programa de Infraestructura para el Turismo y Deportes N\u00e1uticos, se terminaron las obras de mejoramiento de borde costero en sector Los Bajos Frutillar (etapa 1), una de las zonas m\u00e1s tur\u00edsticas de la Regi\u00f3n de Los Lagos. Tambi\u00e9n se termin\u00f3 las obras b\u00e1sicas para el Surf y deportes n\u00e1uticos de la Provincia de Cardenal Caro, en la Regi\u00f3n de O\u00b4Higgins.\n\nEn el programa de infraestructura de Protecci\u00f3n de Ribera, se avanz\u00f3 en las obras Construcci\u00f3n Protecci\u00f3n de Ribera Coliumo (etapa 2) y Construcci\u00f3n Protecci\u00f3n Costera del Fuerte y Plaza de Corral Regi\u00f3n de Los R\u00edos, durante el a\u00f1o 2018 la inversi\u00f3n fue de MM$314.\n\nEn conservaciones la inversi\u00f3n total fue de 27.847 millones, la cual se desglosa en los distintos productos estrat\u00e9gicos base de la Direcci\u00f3n, enfocada principalmente a la recuperaci\u00f3n del borde costero a lo largo Chile. \n\n\nReconocimientos\n\nEn el 2021 la Asociaci\u00f3n Chilena de Seguridad otorga Sello COVID-19 a la Direcci\u00f3n de Obras Portuarias certificando en terreno el cumplimiento de los est\u00e1ndares de seguridad y Plan de Gesti\u00f3n para la Prevenci\u00f3n de contagio de COVID-19 en el centro de trabajo. A trav\u00e9s de este reconocimiento se destaca el compromiso del Servicio para proteger la salud de sus funcionarios\/as, sus familias y la poblaci\u00f3n en general frente a la crisis sanitaria de car\u00e1cter internacional provocada por el coronavirus.\n\nEl a\u00f1o 2018, la C\u00e1mara Chilena de la Construcci\u00f3n ha entregado reconocimiento para la obra en Playa Lago Caburgua que fue premiada como \u201cMejor Obra Araucan\u00eda 2018\u201d con el primer lugar en la categor\u00eda \u201cEspacio P\u00fablico\u201d. Atendiendo la clara orientaci\u00f3n tur\u00edstica de la localidad de Caburgua, especialmente en el \u00e1mbito de los intereses especiales, exist\u00eda la necesidad de consolidar el borde lacustre en el sector de playa negra, que permitiese mejorar la oferta recreacional, de modo de romper la estacionalidad del uso del borde lago, adem\u00e1s de recuperar y mejorar el espacio p\u00fablico de borde, en cuanto a su apariencia y equipamiento. Considerando obras para la actividad tur\u00edstica y el ordenamiento territorial generando un espacio de playa y mejoramiento del borde lacustre para realizar actividades relacionadas con la identidad local del sector.
