{"acta":{"id":64,"estado":"cerrada","institucion_id":"171","created_at":"2022-01-11 18:27:36","updated_at":"2022-03-04 20:09:55","deleted_at":null,"usuario_cierre_id":"47","estado_global":null,"archivo_cierre":"Acta Entrega DAP.pdf","institucion":{"id":171,"codigo":"AM006","nombre":"Direcci\u00f3n de Aeropuertos","created_at":"2022-01-06 20:46:49","updated_at":null,"deleted_at":null,"institucion_padre_id":"13","tipo":"capitulo","orden":"6","autoridad_saliente":null,"cargo_saliente":null,"autoridad_entrante":null,"cargo_entrante":null,"link_biblioteca":null},"gestion":{"id":50,"enlace_marco_normativo":"https:\/\/www.bcn.cl\/leychile\/navegar?idNorma=97993","enlace_definiciones_estrategicas":"https:\/\/www.dipres.gob.cl\/597\/articles-260927_doc_pdf.pdf","enlace_estructura_organica":"http:\/\/esp.aeropuertos.gov.cl\/transparencia\/estructura\/organica_DAP.html","enlace_compromisos_gestion":"http:\/\/esp.aeropuertos.gov.cl\/transparencia\/Otros_antecedentes\/otros.html","enlace_ejecucion_presupuestaria":"http:\/\/www.dipres.cl\/597\/articles-263799_doc_pdf.pdf","enlace_ejecucion_presupuestaria_aprobado":"https:\/\/www.dipres.gob.cl\/597\/articles-257264_doc_pdf.pdf","balance_logros":"La infraestructura aeroportuaria no s\u00f3lo es de vital importancia para el desarrollo y conectividad del pa\u00eds, sino que constituye un elemento fundamental para enfrentar situaciones de cat\u00e1strofes y emergencias, al permitir las operaciones de rescate y evacuaciones aerom\u00e9dicas desde distintas partes del territorio nacional. \n\nAl respecto, la Direcci\u00f3n de Aeropuertos, cumple un rol fundamental al proveer infraestructura aeroportuaria sustentable y oportuna que permita el desarrollo econ\u00f3mico y social del territorio, mediante la planificaci\u00f3n adecuada y el dise\u00f1o y ejecuci\u00f3n de los proyectos, otorgando con ello conectividad a\u00e9rea tanto nacional como internacional a todos los habitantes del pa\u00eds. \n\nLa Direcci\u00f3n de Aeropuertos es un Servicio con presencia a lo largo del pa\u00eds en 12 Direcciones Regionales , incluyendo Isla de Pascua, con 217 funcionarios, de los cuales aproximadamente un 40 % corresponden a mujeres. \n\nLa red aeroportuaria nacional est\u00e1 conformada por los aeropuertos y aer\u00f3dromos del pa\u00eds, organizados en tres categor\u00edas:\n\n1.\tInfraestructura Aeroportuaria en la Red Primaria: infraestructura provista en aquellos aeropuertos y\/o aer\u00f3dromos presentes en las capitales regionales y mayores urbes del pa\u00eds, considerando para ello las estrategias de desarrollo nacional y regional, participaci\u00f3n ciudadana, gesti\u00f3n territorial y sustentabilidad.\n\n2.\tInfraestructura Aeroportuaria en la Red Secundaria: infraestructura provista en aquellos aer\u00f3dromos que complementan la red primaria permitiendo la comunicaci\u00f3n a\u00e9rea entre las principales ciudades del pa\u00eds y uniendo los peque\u00f1os aer\u00f3dromos dentro de una regi\u00f3n, considerando para ello las estrategias de desarrollo nacional y regional, participaci\u00f3n ciudadana, gesti\u00f3n territorial y sustentabilidad.\n\n3.\tInfraestructura Aeroportuaria en la Red de Peque\u00f1os Aer\u00f3dromos: infraestructura provista en aquellos aer\u00f3dromos de uso p\u00fablico que brindan conectividad y mejor respuesta ante emergencias, ubicados en localidades apartadas y que aportan a establecer soberan\u00eda en el territorio nacional, considerando para ello las estrategias de desarrollo nacional y regional, participaci\u00f3n ciudadana, gesti\u00f3n territorial y sustentabilidad.\n\nDicha red est\u00e1 compuesta por 333 aeropuertos y aer\u00f3dromos, de los cuales 204 son privados, 11 municipales, 12 militares y 106 son fiscales. La conservaci\u00f3n y mantenimiento de estos \u00faltimos est\u00e1n a cargo de la Direcci\u00f3n de Aeropuertos.\n\nDurante el periodo 2018 al 2021, la Direcci\u00f3n de Aeropuertos ejecut\u00f3 proyectos de construcci\u00f3n, ampliaci\u00f3n, mejoramiento y conservaci\u00f3n de la infraestructura aeroportuaria, por un monto total de M$ 273.603.426 de los cuales un 57.9% fue ejecutado en aer\u00f3dromos\/aeropuertos pertenecientes a la Red Primaria, un 7.3 % a la Red Secundar\u00eda y un 34.9 % en la Red de Peque\u00f1os Aer\u00f3dromos.\n\nEs muy importante destacar que durante el periodo 2018-2021, la inversi\u00f3n en obras de infraestructura aeroportuaria se triplic\u00f3 respecto del presupuesto hist\u00f3rico que manejaba la Direcci\u00f3n de Aeropuertos, pasando de m$ 39.196.877 de inversi\u00f3n en el a\u00f1o 2019 a m$ 110.189.876 en el a\u00f1o 2021. \n\nAsimismo, durante el a\u00f1o 2021, no s\u00f3lo se cumpli\u00f3 con el 99 % de inversi\u00f3n sino que se duplic\u00f3 la inversi\u00f3n inicialmente asignada para el servicio, lo cual es digno de destacar considerando la situaci\u00f3n de pandemia actual, que impuso mayores desaf\u00edos para lograr la ejecuci\u00f3n de los contratos. \n\nEntre las principales obras desarrolladas en el periodo se encuentran i) la construcci\u00f3n del Nuevo Aer\u00f3dromo de Peldehue, con una inversi\u00f3n total de 32.810.415 y que permitir\u00e1 disminuir las operaciones a\u00e9reas del aer\u00f3dromo Tobalaba en La Reina;  ii) el Mejoramiento \u00c1rea de Movimiento Pista 17R-35L del Aeropuerto Arturo Merino Ben\u00edtez con un costo total de m$ 14.787.134 que disminuir\u00e1 el tiempo de ocupaci\u00f3n de aeronaves en pista al utilizar la pista 35L para despegues, entre otros.; la \u201cConservaci\u00f3n Mayor Aeropuerto Andr\u00e9s Sabella, regi\u00f3n de Antofagasta con un costo total de m$ 11.716.001 y cuyo objetivo fue la reposici\u00f3n de losas de hormig\u00f3n en los sectores de plataforma con el fin de mantener la resistencia acorde con el material de vuelo. Cabe se\u00f1alar que este aeropuerto es el segundo con mayor n\u00famero de operaciones a nivel nacional, en lo que respecta a frecuencia de salida y llegada de pasajeros, aumentando en cerca de 600.000 pasajeros en los \u00faltimos 7 a\u00f1os.\n\nEn el \u00e1mbito de las conservaciones mayores, \u00e9stas se ejecutaron a lo largo de toda la red destacando principalmente la Conservaci\u00f3n Mayor Pista 17L 35R y Rodajes Asociados en el Aeropuerto Arturo Merino Ben\u00edtez, de la regi\u00f3n metropolitana, con un costo total de m$ 7.029.111 y que se enmarca dentro del programa de conservaci\u00f3n mayor peri\u00f3dico programado para este aeropuerto, considerando que es la principal infraestructura aeroportuaria nacional y que concentra el mayor movimiento tanto de pasajeros como de carga.\nAsimismo, se realiz\u00f3 la Conservaci\u00f3n Pista Ad Robinson Crusoe Regi\u00f3n de Valpara\u00edso con un costo de inversi\u00f3n total de m$ 7.282.696; la Conservaci\u00f3n Aer\u00f3dromo de Balmaceda, regi\u00f3n de Ays\u00e9n por m$ 5.999.229; la Conservaci\u00f3n Mayor \u00c1rea de Movimiento Ap. Diego Aracena de la regi\u00f3n de Tarapac\u00e1, con un costo total de m$ 6.977.740; la Conservaci\u00f3n Mayor Infraestructura Horizontal Aeropuerto Carriel Sur, regi\u00f3n del Biob\u00edo por m$ 8.344.349, entre otros. \n\nPor otra parte, durante el periodo se desarroll\u00f3 el Plan de Modernizaci\u00f3n de la Red Aeroportuaria, anunciado durante el mes de junio del a\u00f1o 2019 por el Presidente de la Rep\u00fablica, y que incluye un diagn\u00f3stico del estado y capacidad de nuestra infraestructura aeroportuaria y la plani\ufb01caci\u00f3n y priorizaci\u00f3n de las inversiones en el per\u00edodo. Dicho plan   considera inversiones en 17 aeropuertos, 11 de los cuales pertenecen a la red concesionada del pa\u00eds.\nEl costo total estimado para el plan de inversi\u00f3n en la red de aeropuertos supera los MMUS$1.700 y actualmente se encuentra en desarrollo.  \nEn t\u00e9rminos del avance de dicho Plan y en lo referido a aeropuertos\/aer\u00f3dromos actualmente concesionados, se puede destacar que durante el periodo finaliz\u00f3 el Anteproyecto Referencial del Aer\u00f3dromo de Balmaceda, que defini\u00f3 los requerimientos t\u00e9cnicos necesarios para la licitaci\u00f3n de su primera concesi\u00f3n.\nAsimismo, finalizaron los anteproyectos referenciales de los aeropuertos u aer\u00f3dromos: El Loa, Andr\u00e9s Sabella, Desierto de Atacama, La Araucan\u00eda y Ca\u00f1al Bajo, los cuales permitir\u00e1n definir  las nuevas obras que posteriormente se dise\u00f1ar\u00e1n en detalle y ejecutar\u00e1n en el marco de la pr\u00f3ximas concesiones. \nFinalmente, se encuentran en ejecuci\u00f3n los anteproyectos referenciales de los Aer\u00f3dromos  Vi\u00f1a del Mar, El Tepual, Mocopulli, Pichoy  y Puc\u00f3n, estim\u00e1ndose la fecha de t\u00e9rmino de dichos anteproyectos para el a\u00f1o 2022.","estado":"borrador","acta_id":"64","created_at":"2022-01-11 18:32:40","updated_at":"2022-02-08 16:08:20","deleted_at":null,"programas":{"preparacion":[{"id":1541,"nombre":"CONSERVACI\u00d3N DE INSTALACIONES Y EQUIPAMIENTO","monto":"532878","etapa":"EJECUCI\u00d3N","acta_id":"64","created_at":"2022-01-20 14:30:31","updated_at":"2022-01-20 14:30:31","deleted_at":null,"tipo_programa":"preparacion"},{"id":1542,"nombre":"MEJORAMIENTO SISTEMA DE DRENAJES AEROPUERTO AMB, REGION METROPOLITANA","monto":"1566000","etapa":"EJECUCI\u00d3N","acta_id":"64","created_at":"2022-01-20 14:30:31","updated_at":"2022-01-20 14:30:31","deleted_at":null,"tipo_programa":"preparacion"},{"id":1543,"nombre":"AMPLIACI\u00d3N \u00c1REA TERMINAL AD.
