{"acta":{"id":51,"estado":"cerrada","institucion_id":"113","created_at":"2022-01-10 17:37:18","updated_at":"2022-03-04 20:09:54","deleted_at":null,"usuario_cierre_id":"47","estado_global":null,"archivo_cierre":"Acta_SOP.pdf","institucion":{"id":113,"codigo":"AM001","nombre":"Subsecretar\u00eda de Obras P\u00fablicas","created_at":"2021-12-21 16:15:46","updated_at":null,"deleted_at":null,"institucion_padre_id":"13","tipo":"capitulo","orden":"1","autoridad_saliente":null,"cargo_saliente":null,"autoridad_entrante":null,"cargo_entrante":null,"link_biblioteca":null},"gestion":{"id":136,"enlace_marco_normativo":"https:\/\/www.bcn.cl\/leychile\/navegar?idNorma=97993","enlace_definiciones_estrategicas":"https:\/\/www.dipres.gob.cl\/597\/articles-260921_doc_pdf.pdf","enlace_estructura_organica":"http:\/\/transparencia.mop.cl\/estructura\/organica.html","enlace_compromisos_gestion":"http:\/\/transparencia.mop.cl\/otros\/gestion\/index.html","enlace_ejecucion_presupuestaria":"http:\/\/www.dipres.cl\/597\/articles-259818_doc_pdf.pdf","enlace_ejecucion_presupuestaria_aprobado":"http:\/\/www.dipres.cl\/597\/articles-257258_doc_pdf.pdf","balance_logros":"El presente balance de los logros obtenidos por esta Subsecretar\u00eda de Obras P\u00fablicas durante el periodo 2018-2022 se enmarca en el cumplimiento de los 6 objetivos estrat\u00e9gicos, los cuales permiten llevar a cabo la misi\u00f3n institucional que consiste en \u201cApoyar la gesti\u00f3n de las autoridades ministeriales para una mejor ejecuci\u00f3n y articulaci\u00f3n de las pol\u00edticas p\u00fablicas de infraestructura y recursos h\u00eddricos, y proveer servicios de administraci\u00f3n transversal a las Direcciones dependientes y relacionadas del Ministerio, propiciando la coordinaci\u00f3n, espacios de colaboraci\u00f3n y un clima laboral de confianza que promueva el bienestar de las personas\u201d. Para esto, se desarrollaron las siguientes acciones relevantes entorno a: \n\n\n1.- Sistema\tIntegral\tde\tInfraestructura Computacional, Inform\u00e1tica y Telecomunicaciones del MOP.\n\nLa Subsecretar\u00eda de Obras P\u00fablicas, como encargada de liderar los procesos de infraestructura tecnol\u00f3gica dentro del Ministerio, ha tenido el permanente desaf\u00edo de proveer un servicio transversal de excelencia en materia inform\u00e1tica a los Servicios MOP durante este periodo de Gobierno, con \u00e9nfasis en la modernizaci\u00f3n de los procesos internos e incorporaci\u00f3n de herramientas tecnol\u00f3gicas que permitieron mejorar en t\u00e9rminos de eficiencia el uso de los recursos.\n\nEn l\u00ednea con lo anterior, la Subsecretar\u00eda logr\u00f3 implementar la firma electr\u00f3nica digital, a trav\u00e9s de la herramienta \u201cFEBOS\u201d en todo el Ministerio de Obras P\u00fablicas, proporcionando la firma electr\u00f3nica simple y avanzada de Minsegpres a todos los funcionarios del Ministerio a nivel nacional, lo cual ha significado optimizar los procesos internos y los recursos del Ministerio, adem\u00e1s de mantener la continuidad operacional de los Servicios MOP durante la pandemia.\n\nAsimismo, se logr\u00f3 la implementaci\u00f3n de la plataforma \u201cServiceTonic\u201d, la cual ha permitido la entrega de soporte tecnol\u00f3gico para la resoluci\u00f3n de incidentes y requerimiento inform\u00e1ticos a los casi 9 mil funcionarios del Ministerio a nivel nacional.\n\nEn materia de seguridad de la informaci\u00f3n y ciberseguridad, se realiz\u00f3 la renovaci\u00f3n tecnol\u00f3gica del firewall perimetral de la red con capacidad de antimalware avanzado. Esto con el objeto de prevenir, detectar y eliminar software malicioso que puedan afectar a los dispositivos inform\u00e1ticos del Ministerio. \n\nSumado a lo anterior, durante el periodo de Gobierno \u00e9sta Subsecretar\u00eda implement\u00f3 otros proyectos tecnol\u00f3gicos\/ inform\u00e1ticos, entre los cuales se pueden destacar:\n\n1) Renovaci\u00f3n del 44% de los microcomputadores con m\u00e1s de 6 a\u00f1os de uso durante el a\u00f1o 2020, lo que ha permitido disminuir los problemas de obsolescencia tecnol\u00f3gica del Ministerio.\n2) Renovaci\u00f3n del firewall de aplicaciones web para sitios expuestos a internet.\n3) Se agreg\u00f3 plataforma de filtrado DNS de archivos y conexiones para evitar ataques de\nCiberseguridad,\n4) Se implement\u00f3 una renovaci\u00f3n en el data center del Ministerio, instalando nuevos sistemas de climatizaci\u00f3n, extinci\u00f3n de incendios y sistemas de alarma.\n5) Se estableci\u00f3 un plan de mitigaci\u00f3n a ejecutar durante el periodo de Gobierno que permiti\u00f3 enfrentar las incidencias operativas del Datacenter frente a fallas en sus equipos. \n\nFinalmente, en cuanto al impacto directo en la ciudadan\u00eda, durante el 2018 se desarroll\u00f3 la aplicaci\u00f3n  \u201cPlanifica tu viaje\u201d,  la cual ha facilitado la comunicaci\u00f3n relativa al uso de las carreteras, con un amplio uso los fin de semana largos. \n\n\n2.- Pol\u00edtica y gesti\u00f3n del gasto corriente, Abastecimiento de Bienes y Servicios y Recursos F\u00edsicos a nivel MOP\n\nRespecto a los logros obtenidos en el periodo de 2018-2021, correspondiente al producto estrat\u00e9gico de Pol\u00edtica de gesti\u00f3n de gasto corriente, Abastecimiento de Bienes y Servicios y Recursos F\u00edsicos a nivel MOP, est\u00e1 Subsecretar\u00eda de Obras P\u00fablicas desarroll\u00f3 acciones focalizadas en el uso eficiente de los recursos p\u00fablicos, teniendo como principio rector la responsabilidad fiscal.\n\nEn este sentido, se realizaron cambios a la estructura del data center, inyectando recursos necesarios para el recambio parcial de elementos que permitiera no recalentar el sistema y dar continuidad operacional a todo el ministerio y se implement\u00f3 la firma electr\u00f3nica simple y avanzada, teniendo como efecto la disminuci\u00f3n del 30% de consumo de papel y el 26% del contrato vigente de impresoras, lo que signific\u00f3 un ahorro de 250 millones para el MOP en el 2020. \n\nRespecto al \u00e1rea de compras y adquisiciones, se  mejor\u00f3 el proceso de elaboraci\u00f3n bases t\u00e9cnicas de licitaci\u00f3n a fin de perseguir un aumento de oferentes por cada una de estas y se incorporaron criterios de sustentabilidad a las mismas, en sinton\u00eda con la iniciativa del Ministerio de Medio Ambiente y las directrices de la Direcci\u00f3n de Compras.  \n\nEn paralelo, se fue desarrollando el \u201cPlan de Fortalecimiento Administrativo\u201d centrado mejorar la coordinaci\u00f3n y acercamiento entre el nivel central y las regiones, como tambi\u00e9n en potenciar las habilidades de los funcionarios en regi\u00f3n respecto a la gesti\u00f3n administrativa, para ser m\u00e1s eficiente a trav\u00e9s de la eliminaci\u00f3n de gastos que no son estrictamente necesarios para el normal funcionamiento del Servicio..\n\nEn cuanto a la iniciativa de \u201cEstado Verde\u201d, durante este periodo se logr\u00f3 obtener la acreditaci\u00f3n del Ministerio de Medio Ambiente. \n\nEn materia de control de bienes, se elabor\u00f3, difundi\u00f3 e inici\u00f3 el proceso de implementaci\u00f3n durante el 2021 del Procedimiento de administraci\u00f3n, control y resguardo de los bienes muebles del ministerio de obras p\u00fablicas, en coordinaci\u00f3n con la Direcci\u00f3n de Contabilidad y Finanzas del MOP (DCyF), lo que permiti\u00f3 entregar lineamientos transversales en la materia para resguardar el correcto uso de los recursos p\u00fablicos del Ministerio.\n\n3.-  Pol\u00edticas, planes y programas en el \u00e1mbito desarrollo y gesti\u00f3n de las personas a nivel MOP.\n\nEn el \u00e1mbito de la gesti\u00f3n de los Recursos Humanos, durante el periodo 2018-2021 se destaca el cambio de orientaci\u00f3n te\u00f3rico-conceptual pasando de Divisi\u00f3n de Recursos Humanos a Divisi\u00f3n de Desarrollo y Gesti\u00f3n de Personas. Este cambio de enfoque, permiti\u00f3 reorientar las directrices emanadas desde la Subsecretar\u00eda de Obras P\u00fablicas a los Servicios MOP en materia de desarrollo y gesti\u00f3n de personas, relevando aspectos tales como la flexibilizaci\u00f3n del horario de trabajo de los colaboradores, permitiendo conciliar las responsabilidades laborales con los derechos y obligaciones familiares y personales, generando una mayor resiliencia institucional.\n\nAsimismo, se conformaron 16 mesas de trabajo regionales, se actualizaron perfiles de cargo y se puso en marcha el procedimiento de denuncia de maltrato y acoso laboral y sexual a nivel ministerial. Tambi\u00e9n se gener\u00f3 un manual de procedimientos de asistencia al ministerio y acciones comunicacionales tendientes a fortalecer los derechos y deberes de los funcionarios. \n\nEn cuanto al \u00e1mbito de licencias m\u00e9dicas,  est\u00e1 subsecretar\u00eda ha logrado un porcentaje de recuperaci\u00f3n entorno al 70%. Esto mejor\u00f3 sustancialmente al implementar la tramitaci\u00f3n de las licencias m\u00e9dicas electr\u00f3nicas a nivel nacional. \n\nEn tanto, el \u00e1rea de la academia de obras p\u00fablicas, fortaleci\u00f3 la alianza establecida mediante convenio con las Agencias de Cooperaci\u00f3n de Jap\u00f3n y Chile, a trav\u00e9s de la ejecuci\u00f3n de cursos internacionales de \u201cEvaluaci\u00f3n r\u00e1pida post terremoto de estructuras de edificaci\u00f3n\u201d y \u201cCriterios s\u00edsmicos para estructuras de puentes\u201d, ambos cursos orientados a fortalecer las capacidades de los profesionales de organismos p\u00fablicos de Latinoam\u00e9rica en reducci\u00f3n de riesgos de desastres, proceso liderado y ejecutado por profesionales MOP. Sumado a lo anterior, la academia ampli\u00f3 la oferta de programas realizados como \u201cCalidad de contratos\u201d y \u201cmarco normativo de la inspecci\u00f3n fiscal\u201d, todos ellos bajo la modalidad de videoconferencias.\n\nOtro de los hitos importantes que se destacan como logro, es la modernizaci\u00f3n de los procesos, a trav\u00e9s de la implementaci\u00f3n de herramientas tecnol\u00f3gicas, que permitieron cambiar las \u201cformas de hacer\u201d y c\u00f3mo se entend\u00eda la organizaci\u00f3n y sus funciones. Entre las funcionalidades m\u00e1s destacadas se encuentra la implementaci\u00f3n de la plataforma de gesti\u00f3n de permisos laborales, evaluaci\u00f3n del desempe\u00f1o,  gesti\u00f3n de licencias m\u00e9dicas, monitoreo de la gesti\u00f3n administrativa llevada a cabo por las juntas calificadores, entre otros.\n\nRespecto a la gesti\u00f3n del Servicio Nacional de Bienestar, durante la primera mitad del periodo de gobierno, \u00e9ste fortaleci\u00f3 los programas relacionados al Servicio dependiente policl\u00ednico y casino, se aumentaron las alianzas y convenios en un 25% para los afiliados, y se mejor\u00f3 el sistema de transferencia de pagos de beneficios, ayudas y pr\u00e9stamos a los afiliados mediante la transferencia electr\u00f3nica. Por otro lado, producto de la crisis sanitaria, a partir del 2020 el foco de la gesti\u00f3n del Servicio de Bienestar estuvo centrado en la entrega apoyo integral a los 8.393 afiliados y su n\u00facleo familiar , el cual en algunos casos, producto del contexto que enfrentamos como pa\u00eds y cuarentenas decretadas, se vieron afectados econ\u00f3mica y emocionalmente, a trav\u00e9s de la entrega de entregar beneficios pecuniarios para enfrentar la crisis, apoyo psicol\u00f3gico mediante profesionales del mismo Servicio, campa\u00f1as comunicacionales preventivas de salud, postergaci\u00f3n de pagos de cr\u00e9ditos, otorgaci\u00f3n de pr\u00e9stamos a tasa de inter\u00e9s cero, entre otros.\n\n4.- Instrumentos de Comunicaci\u00f3n Interna y Externa.\n\nDurante el 2018-2021, esta Subsecretar\u00eda de Obras P\u00fablicas, fortaleci\u00f3 los instrumentos de comunicaci\u00f3n interna, a trav\u00e9s de la mesa ministerial de comunicaciones, logrando elaborar e implementar, pol\u00edticas, protocolos y procedimientos en diversas tem\u00e1ticas tales como: correcto uso de casillas electr\u00f3nicas, publicaciones de contenido en intranet, pol\u00edtica y estrategia de comunicaciones interna, protocolo en comunicaciones inclusivas y de g\u00e9nero, protocolo de uso y dise\u00f1o de comunicaciones gr\u00e1ficas y dise\u00f1o de un modelo de comunicaci\u00f3n estrat\u00e9gica MOP.  \n\nRespecto a las comunicaciones relacionadas con actores relevantes, y en l\u00ednea con la modernizaci\u00f3n de los procesos internos del Ministerio, se logr\u00f3 incorporar estas solicitudes en la plataforma SIAC, reemplazando de esta manera las gestiones que se realizaban de manera manual y se logr\u00f3 dar respuesta a un total de 6.596 solicitudes de forma transparente y oportuna entre el 2018-2021. En lo particular, esta Subsecretar\u00eda dio respuesta de manera oportuna en promedio a un 99,8% de las solicitudes ingresadas bajo la Ley N\u00b0 19.880 (Solicitudes Generales), mientras que se respondi\u00f3 un total del 99,2% de las solicitudes ingresadas bajo la Ley N\u00b0 20.285 (Ley de Transparencia). \n\nTodo lo anterior, mediante la permanente mejora y actualizaci\u00f3n de esta plataforma de manera de fortalecer la interacci\u00f3n con la ciudadan\u00eda y contar con una versi\u00f3n m\u00e1s amigable para los ciudadanos y funcionarios del Servicio. \n\n5.- Sistema de Planificaci\u00f3n, Monitoreo y Control de Gesti\u00f3n Ministerial \n\nLa Subsecretar\u00eda de Obras P\u00fablicas durante el 2018-2021 logr\u00f3 consolidarse y fortalecer su liderazgo en materia de gesti\u00f3n, coordinando a todos los Servicios dependientes y relacionados al Ministerio en los procesos de formulaci\u00f3n, monitoreo y evaluaci\u00f3n de cada uno de los instrumentos de gesti\u00f3n asociados a incentivos econ\u00f3micos (PMG, CDC y ADP), obteniendo como resultados de aquella coordinaci\u00f3n que todos los Servicios MOP (incluyendo \u00e9sta Subsecretar\u00eda) hayan cumplido satisfactoriamente sus compromisos de gesti\u00f3n establecidos durante el periodo de Gobierno, obteniendo el 100% de las bonificaciones en cada uno de estos instrumentos de gesti\u00f3n conforme a su desempe\u00f1o.\n\nEn el entendido que los indicadores de gesti\u00f3n debiesen cubrir los aspectos m\u00e1s relevantes de los Servicios en base a sus definiciones estrat\u00e9gicas, priorizando la calidad de las mediciones por sobre la cantidad de \u00e9stas, la Subsecretar\u00eda de Obras P\u00fablicas llev\u00f3 a cabo un proceso de reestructuraci\u00f3n de los Convenio de Desempe\u00f1o Colectivo (CDC) de todos los Servicios del Ministerio durante el periodo de Gobierno, a trav\u00e9s de la entrega de lineamientos ministeriales que permitieron focalizar las mediciones en el negocio de cada uno de los Servicios, con metas desafiantes y cuya orientaci\u00f3n sea la obtenci\u00f3n de un producto o resultado. \n\nAsimismo, a partir del 2019 \u00e9sta Subsecretar\u00eda lider\u00f3 un proceso de actualizaci\u00f3n de los mapas estrat\u00e9gicos de los Servicios del Ministerio, a trav\u00e9s de la coordinaci\u00f3n Ministerial que permiti\u00f3 levantar un mapa estrat\u00e9gico del Ministerio de manera participativa y colaborativa. Adem\u00e1s, posterior a ello, durante este periodo de Gobierno se ha entregado apoyo t\u00e9cnico a los Servicios MOP en el levantamiento de sus propios mapas estrat\u00e9gicos.\n\nPor otro lado, la Subsecretar\u00eda de Obras P\u00fablicas asumi\u00f3 el compromiso de liderar el proceso de fortalecimiento del proceso de Gesti\u00f3n de Riesgos a nivel Ministerial y posicionarlo como una herramienta \u00fatil para la toma de decisiones de las autoridades, a trav\u00e9s de directrices comunes y asesor\u00eda t\u00e9cnica a todos los Servicios del Ministerio, con \u00e9nfasis en el mejoramiento de los Servicios ejecutores, obteniendo como resultado aumentar sustancialmente la calidad de los insumos enviados al CAIGG y obteniendo el reconocimiento de dicho consejo.\n\nPor otro lado, en el marco de la reactivaci\u00f3n econ\u00f3mica del pa\u00eds y al contexto de emergencia sanitaria por covid-19, se determin\u00f3 implementar herramientas de digitalizaci\u00f3n y modernizaci\u00f3n de los procesos internos de \u00e9sta Subsecretar\u00eda, permitiendo monitorear la inversi\u00f3n p\u00fablica a trav\u00e9s del seguimiento a los contratos de obras mediante el instrumento de MicroStrategy, el que signific\u00f3 controlar los avances de las licitaciones y obras en ejecuci\u00f3n en todo el territorio nacional. Sumado a ello, y en la misma l\u00ednea de modernizaci\u00f3n de los procesos internos, durante el periodo de Gobierno se logr\u00f3 implementar una nueva plataforma tecnol\u00f3gica de gesti\u00f3n de indicadores a nivel Ministerial denominada \u201cControlShare\u201d, pasando de un sistema de seguimiento mediante planillas Excel a un sistema inform\u00e1tico que ha permitido mejorar el control y hacer seguimiento a mediciones transversales y propias de los Servicios.\n\nEn materia de Auditor\u00eda interna, esta Subsecretar\u00eda present\u00f3 importantes avances en el fortalecimiento de la estrategia preventiva, proponiendo como producto de su acci\u00f3n, planes, programas y compromisos de auditor\u00edas durante el periodo de Gobierno, adem\u00e1s de medidas de control para la gesti\u00f3n institucional y el resguardo de los recursos p\u00fablicos del Servicio. En esta l\u00ednea, se lograron ejecutar auditor\u00edas en materias relacionadas con probidad administrativa y transparencia, compras p\u00fablicas, aseguramiento del sistema de control interno seg\u00fan marco integrado COSO III, v2013, aseguramiento del proceso de gesti\u00f3n de riesgos, aseguramiento sobre operaciones financiero-contables, sobre el proceso de Asignaci\u00f3n por Antig\u00fcedad \u2212Bienios\u2212, Sistema Integral de Informaci\u00f3n y Atenci\u00f3n Ciudadana; Proceso de Licencias M\u00e9dicas en el nivel central; y Auditor\u00eda de Cuentas por Cobrar y Cuentas por Pagar del Servicio de Bienestar y Servicios Dependientes, entre otras.\n\nAsimismo, conforme al rol del Servicio como encargado de entregar apoyo transversal a los Servicios MOP, \u00e9sta Subsecretar\u00eda trabaj\u00f3 arduamente en la entrega de apoyo para cumplir sus objetivos aportando un enfoque sistem\u00e1tico y disciplinado para evaluar y mejorar la eficacia de los procesos del Ministerio, lo que permiti\u00f3 llevar acabo importantes procesos de Auditorias Ministeriales durante el periodo de Gobierno relacionadas con aspectos t\u00e9cnicos y operativos, previamente planificadas, y autorizadas por el Sr. Ministro de Obras P\u00fablicas, entre los cuales se pueden destacar los siguientes:\n\n\u2022\tAuditor\u00eda a la ejecuci\u00f3n de contratos de obra concesionada en etapa de construcci\u00f3n.\n\u2022\tAuditor\u00eda contrataci\u00f3n y ejecuci\u00f3n de obra mediante el mecanismo de trato directo.\n\u2022\tAuditor\u00eda al cumplimiento de las instrucciones y eficacia de las soluciones planteadas para superar las deficiencias en la calidad de servicio detectadas por las Oficinas Regionales SISS.\n\u2022\tAuditor\u00eda Aseguramiento del Activo Fijo del Instituto Nacional de Hidr\u00e1ulica \u2013 INH.\n\u2022\tAuditor\u00edas relacionas a la revisi\u00f3n de contratos de obras en ejecuci\u00f3n y sus modificaciones.\n\u2022\tAuditor\u00eda a la Tramitaci\u00f3n de Solicitudes de Derechos de Aprovechamiento de Aguas.\n\u2022\tAuditor\u00eda Gesti\u00f3n de Liquidaci\u00f3n de Contratos en Servicios Ejecutores Dependientes de la Direcci\u00f3n General de Obras P\u00fablicas.\n\u2022\tAuditorias relacionadas con contratos con liquidaci\u00f3n anticipada.\n\n\n6.- Asesor\u00eda Jur\u00eddica para la toma de decisiones de las Autoridades del Ministerio.\n\nEn lo que respecta al producto estrat\u00e9gico de asesor\u00eda Jur\u00eddica para la toma de decisiones de las autoridades, cabe se\u00f1alar que durante este periodo 2018-2021, se dio asesor\u00eda y apoyo jur\u00eddico a la toma de decisiones de las autoridades, se afianz\u00f3 la incorporaci\u00f3n de herramientas tecnol\u00f3gicas en diversas materias como: compras y adquisiciones, sanciones disciplinarias, estatuto administrativo, entre otras; lo cual est\u00e1 en l\u00ednea con la jurisprudencia generada desde Contralor\u00eda General de la Republica (CGR).\n\nEn paralelo a lo anterior, se profundiz\u00f3 en la gesti\u00f3n administrativa de los procesos disciplinarios, para lo cual se realizaron jornadas de capacitaci\u00f3n a lo largo de todo pa\u00eds con cada una de las regiones. Lo anterior, surgi\u00f3 con el objeto de abordar temas de procedimientos y gesti\u00f3n administrativa, y la usabilidad del sistema de registro de sumarios del MOP implementado por la Fiscal\u00eda MOP durante el 2020. El efecto de estas capacitaciones fue el fortalecimiento en las SEREMIS en la gesti\u00f3n de procesos administrativos en el \u00e1rea jur\u00eddica. \n\nPor otro lado, se coordinaron instancias con la Fiscal\u00eda MOP, a fin de acordar lineamientos respecto a los dict\u00e1menes emitidos por Contralor\u00eda General de la Republica. De esta manera, se emitieron directrices a todos los Servicios del Ministerio de Obras P\u00fablicas respecto a c\u00f3mo proceder conforme a dichos dict\u00e1menes.   \n\nAdem\u00e1s, se emitieron pronunciamientos respecto de c\u00f3mo enfrentar los desaf\u00edos derivados del efecto de las medidas sanitarias producto de la pandemia 2020\/2021; para lo cual se tuvo una estrecha coordinaci\u00f3n con organismos del Estado como la Direcci\u00f3n Nacional de Servicio Civil, Contralor\u00eda General de la Rep\u00fablica y Secretar\u00eda General de la Presidencia, para analizar las nuevas normativas y dict\u00e1menes emanados de estos Servicios de la Administraci\u00f3n del Estado. \n\nTambi\u00e9n, se lograron unificar criterios con las diferentes unidades o \u00e1reas jur\u00eddicas del MOP, en materias como convenio a honorarios, comisiones de servicios, formas y estructuras de decretos y resoluciones; logrando uniformidad en criterios transversales en todo el MOP
