Como resultado de esta coordinaci\u00f3n, se ha logrado integrar el proceso de mapeo geol\u00f3gico y publicaciones, implementando instrumentos de gesti\u00f3n, que permitan estandarizar los procedimientos y flujos de actividades de cada \u00e1rea, agilizando a la vez los compromisos con una mirada transversal, entre ellos est\u00e1n: el portafolio de proyectos 2021-2022, que se extender\u00e1 a los a\u00f1os 2023-2024 al finalizar el presente per\u00edodo, programaciones por proyecto de mediano plazo, fichas de proyectos, seguimiento de proyectos mediante Project online y repositorio de documentaci\u00f3n de respaldo por proyecto.\nA partir del a\u00f1o 2020, est\u00e1 en funcionamiento la plataforma online para dar respuesta a las Asistencias T\u00e9cnicas Geol\u00f3gicas asociadas a obtenci\u00f3n de permisos municipales, mediante la plataforma SUPER del Estado\n\nPlan Nacional de Geolog\u00eda (PNG):\nEl Plan Nacional de Geolog\u00eda (PNG) es el programa p\u00fablico encargado de la generaci\u00f3n de conocimiento geol\u00f3gico del territorio nacional, a trav\u00e9s de la publicaci\u00f3n de cartograf\u00eda tem\u00e1tica a distintas escalas, pero tambi\u00e9n estudios t\u00e9cnicos, bases de datos digitales, y publicaciones cient\u00edficas. Este programa desarrolla estudios en tres \u00e1reas tem\u00e1ticas: Geolog\u00eda B\u00e1sica, Geoqu\u00edmica y Geof\u00edsica.  \nEl Plan fue iniciado el a\u00f1o 2011, en su \u201cPrimera Etapa\u201d correspondi\u00f3 a la zona comprendida entre los paralelos 18\u00b0 a 30\u00b0S (Arica-Parinacota a Coquimbo), donde se publicaron un total acumulado de 108 mapas de geolog\u00eda b\u00e1sica (2011-2019). Con ello, en el a\u00f1o 2019, se complet\u00f3 la meta pa\u00eds comprometida para esta Primera Etapa, alcanzando 221.532 Km2, que representan el 81,5% de la superficie comprendida entre los paralelos 18\u00b0 a 30\u00b0 S (271.773 km2). Los avances anuales de cobertura del territorio (km2) con cartograf\u00eda geol\u00f3gica publicada, fueron reportados regularmente ante el Ministerio de Miner\u00eda y DIPRES.\n\nBajo el Programa de Aerogeof\u00edsica, se generaron en la Primera Etapa del PNG 61 nuevas cartas de geof\u00edsica, escala 1:100.000.\nDurante estos a\u00f1os, se ha consolidado el Programa de Geolog\u00eda y Geof\u00edsica Marina como un importante eje de desarrollo para el PNG, y en a\u00f1os siguientes se publicar\u00e1 la cartograf\u00eda de geolog\u00eda b\u00e1sica de los principales territorios insulares del pa\u00eds, a una escala de detalle (1:50.000 o superior).  \nEn septiembre 2020, se lanz\u00f3 la  p\u00e1gina web  (https:\/\/plannacionalgeologia.sernageomin.cl\/) de este Programa. \n\nRed Nacional de Vigilancia Volc\u00e1nica (RNVV):\nLa RNVV mantiene la operaci\u00f3n del sistema de monitoreo instrumental, en l\u00ednea y en tiempo real, para 45 volcanes activos a lo largo del pa\u00eds en el territorio nacional. Al a\u00f1o 2020, la red de vigilancia volc\u00e1nica est\u00e1 constituida por 289 sitios con equipamiento instalado, que incluye 466 estaciones de monitoreo y nodos satelitales, con un sistema de monitoreo en modalidad 24\/7.\nEl Observatorio Volcanol\u00f3gico de Los Andes del Sur (OVDAS) mantiene coordinaci\u00f3n con el Centro Sismol\u00f3gico Nacional (CSN), para la transmisi\u00f3n de datos desde su red instrumental al CSN. \nEn enero de 2019, se llev\u00f3 a cabo la firma del Protocolo ONEMI-SERNAGEOMIN para monitoreo y alerta frente al riesgo volc\u00e1nico, evento realizado a los pies del volc\u00e1n Villarrica, volc\u00e1n N\u00b01dentro del Ranking de Peligrosidad Volc\u00e1nica. En 2020, la RNVV asisti\u00f3 a las mesas t\u00e9cnicas citadas por ONEMI, para responder a los requerimientos que implicaron los cambios de alerta realizados y actualizaci\u00f3n de la actividad volc\u00e1nica del complejo volc\u00e1nico Antillanca, Laguna del Maule, Villarrica, Copahue, Nevados de Chill\u00e1n; adem\u00e1s de las mesas t\u00e9cnicas por reactivaciones en los volcanes Orca, Hudson y Puyehue-Cord\u00f3n Caulle.\nEn mayo 2019, la RNVV complet\u00f3 la actualizaci\u00f3n de un nuevo Ranking de Riesgos Espec\u00edfico de Volcanes Activos de Chile, (https:\/\/ www.sernageomin.cl\/wp-content\/uploads\/2020\/07\/2Ranking-2019_Tabla_Final.pdf), a 10 a\u00f1os de la creaci\u00f3n de la RNVV; adem\u00e1s, de realizar una recopilaci\u00f3n de informaci\u00f3n hist\u00f3rica, desde el a\u00f1o 1800 a la fecha, sobre el comportamiento eruptivo de los volcanes en el pa\u00eds. En materia de cartograf\u00eda de volcanes, se han publicado 2 nuevos mapas de Peligros Volc\u00e1nicos Regulares (MPR), por a\u00f1o, hoy en d\u00eda se cuenta con 24 mapas elaborados, respecto de 30 volcanes en las categor\u00edas I y II de Peligrosidad y Exposici\u00f3n al riesgo vigente. \nDepartamento de Geolog\u00eda Aplicada:\nEl Departamento de Geolog\u00eda Aplicada est\u00e1 encargado de atender la demanda de informaci\u00f3n geol\u00f3gica en las \u00e1reas de Peligros Geol\u00f3gicos y Ordenamiento Territorial, Recursos Minerales, Hidrogeolog\u00eda, Geotermia y Geopatrimonio. \nSe han priorizado esfuerzos institucionales en esta \u00e1rea. En el a\u00f1o 2019, se defini\u00f3 un Programa Nacional de Peligros Geol\u00f3gicos por Remociones en Masa (RM) con el objetivo de guiar y dar soporte t\u00e9cnico, a las autoridades del pa\u00eds y a la poblaci\u00f3n en general, tanto desde el punto de vista preventivo como reactivo, ante los distintos fen\u00f3menos de remociones en masa que se dan en el territorio. Sernageomin, a partir de la identificaci\u00f3n y priorizaci\u00f3n de las \u00e1reas y poblaciones susceptibles a ser afectadas por peligros de remociones en masa (RM), dise\u00f1\u00f3 un plan a 3 a\u00f1os para tener un levantamiento y mapeo a escala regional de peligros por RM que cubra todo el territorio nacional.\nEl Servicio elabora informes de asistencia t\u00e9cnica geol\u00f3gica, para contribuir a la soluci\u00f3n de materias vinculadas a remociones en masa, planificaci\u00f3n territorial, asentamiento humano y otros temas referidos a peligros geol\u00f3gicos, en respuesta a requerimientos de Autoridades Gubernamentales nacionales y regionales, entre las cuales se encuentran municipios, autoridades responsables de la planificaci\u00f3n y uso del territorio y de aquellas preocupadas de la seguridad y prevenci\u00f3n de la poblaci\u00f3n amenazada por distintos peligros geol\u00f3gicos y poblaci\u00f3n en general.  En el a\u00f1o 2020, el resultado fue de 566 ingresadas, de los cuales se emitieron 541 pronunciamientos t\u00e9cnicos de ATG, 319 correspond\u00edan a Peligros geol\u00f3gicos, 209 correspond\u00edan a Hidrogeolog\u00eda y 38 a otras tem\u00e1ticas geol\u00f3gicas.  Un alto porcentaje de ATG corresponde a ingresos de proyectos para obtenci\u00f3n de permisos municipales principalmente desde comunas de las regiones de Coquimbo, Metropolitana, O\u00b4Higgins y Valpara\u00edso. \nEn materia de recursos geot\u00e9rmicos, SERNAGEOMIN ha desarrollado Mapas de favorabilidad geot\u00e9rmica en las regiones de Los R\u00edos y Los Lagos en el marco de un convenio de colaboraci\u00f3n entre SERNAGEOMIN y la Subsecretar\u00eda de Energ\u00eda. Se ha trabajado en evaluaciones de recursos geot\u00e9rmicos para la construcci\u00f3n de sistemas de intercambio geot\u00e9rmico de circuito cerrado vertical, cerrado horizontal y abierto en la regi\u00f3n de Los R\u00edos. Tambi\u00e9n, en el an\u00e1lisis geof\u00edsico para la generaci\u00f3n de un modelo de cuencas a escala regional.\nEn el a\u00f1o 2019, se ejecut\u00f3 el proyecto para un sistema de climatizaci\u00f3n con geotermia de muy baja temperatura, en el Jard\u00edn Infantil y Sala Cuna Suyai, en la localidad de San Jos\u00e9 de La Mariquina (Regi\u00f3n de Los R\u00edos). La construcci\u00f3n comenz\u00f3 el 31 de enero de 2019 y finaliz\u00f3 el 30 de mayo de 2019. El sistema entr\u00f3 en un periodo de prueba de 5 meses a contar del 1 de junio finalizando el 30 de octubre del presente a\u00f1o. Al finalizar la construcci\u00f3n del sistema, se realiz\u00f3 la capacitaci\u00f3n a todo el personal del establecimiento educativo sobre el uso y mantenimiento del sistema de climatizaci\u00f3n. El sistema ha operado y funcionado de acuerdo como fue dise\u00f1ado para producir calefacci\u00f3n de manera autom\u00e1tica en los d\u00edas y horarios programados, seg\u00fan las necesidades del jard\u00edn y sala cuna.\n\nDepartamento de Geom\u00e1tica:\nLa SDNG est\u00e1 desarrollando el Proyecto Chile Geol\u00f3gico Digital: Modernizaci\u00f3n de la infraestructura corporativa de datos geol\u00f3gicos (IDE-Geolog\u00eda) (2020-2024), que engloba toda la cartera de proyectos para la modernizaci\u00f3n tecnol\u00f3gica de la gesti\u00f3n de informaci\u00f3n geogr\u00e1fica de car\u00e1cter geol\u00f3gico. \nSi bien el proyecto IDE-Geolog\u00eda no pudo continuar por limitaciones del presupuesto 2020 y 2021, los siguientes proyectos de mejoras tuvieron avances, los que est\u00e1n alineados en esta misma direcci\u00f3n a la que apunta el IDE-Geolog\u00eda, seg\u00fan se describe:\nPORTALGEOMIN (2019-2022): Lanzamiento en mayo de 2020 del actual Geoportal de informaci\u00f3n geol\u00f3gica y minera de SERNAGEOMIN, que difunde principalmente los recursos de mapas finales de la cadena productiva de cartograf\u00eda geol\u00f3gica. \nTienda E-MAPS (2019-2022) (o nueva tienda digital): Levantamiento y dise\u00f1o de la modernizaci\u00f3n del nuevo sistema durante 2019, para ser implementado a finales de 2020. Este proyecto a\u00fan no es lanzado durante 2021, por motivos de atrasos. En esta tienda se ponen en venta principalmente los productos GIS y publicaciones finales de la cadena productiva de cartograf\u00eda geol\u00f3gica.\nSIA Yacimientos: Levantamiento y dise\u00f1o de la modernizaci\u00f3n del nuevo sistema, el cual se ejecut\u00f3 durante 2019, careciendo de recursos para su continuidad durante 2020 y 2021.\n\nSubdirecci\u00f3n Nacional de Miner\u00eda\nFiscalizaci\u00f3n de Seguridad Minera:\nEl Programa de Seguridad Minera cont\u00f3 en promedio con 65 fiscalizadores, los que realizaron 10.483 fiscalizaciones, concentr\u00e1ndose 8.357 de ellas (80%) en las 1.992 faenas mineras operativas con mayor criticidad, lo que significa un promedio de 4,2 fiscalizaciones al a\u00f1o a cada una de estas faenas. La planificaci\u00f3n de fiscalizaciones se orient\u00f3 a mejorar la cobertura en faenas de peque\u00f1a miner\u00eda y artesanal (categor\u00eda C y D), lo que signific\u00f3 que el 59% de las fiscalizaciones se realizara a estas categor\u00edas, un 41% a la mediana y gran empresa (categor\u00eda A y B). \nLa Subdirecci\u00f3n Nacional de Miner\u00eda durante el a\u00f1o 2020, se realizaron 10.483 fiscalizaciones a instalaciones, que equivale a un cumplimiento de 104,8% de la meta anual de 10.000 fiscalizaciones.\nLas faenas mineras operativas fiscalizadas al menos 1 vez en el a\u00f1o 2020, respecto del total catastrado de faenas mineras operativas al 31\/12\/2019 (2.254) fue de 1.772 faenas, lo que corresponde al 78,6% de cobertura de faenas mineras operativas al 31\/12\/2019 (2.254), cobertura mayor en 8,8 puntos, respecto al a\u00f1o 2019 (69,8% alcanzada durante el 2019). \nEn materia de accidentabilidad, en el a\u00f1o 2020, la cifra de v\u00edctimas de accidentes fatales alcanz\u00f3 a 13 fallecidos, sin embargo, el n\u00famero de accidentes fatales disminuy\u00f3 de 14 a 11 accidentes el a\u00f1o 2020 y la acci\u00f3n de fiscalizaci\u00f3n mantenida por el Servicio ha contribuido a mantener la tendencia a la baja de la tasa de fatalidad en la industria minera, alcanzando a 0,03 para el a\u00f1o 2020. \nDurante el 2020, SERNAGEOMIN fortaleci\u00f3 el Portal BI (Business Intelligence), el cual expone los resultados de diversos an\u00e1lisis de datos asociados a procesos de fiscalizaci\u00f3n y accidentabilidad, e incorpor\u00f3, tambi\u00e9n, el seguimiento de procesos sancionatorios, entre otros. Respecto de la modernizaci\u00f3n de estos procesos y sistemas de la SDNM, en el caso de sistemas, mediante el fortalecimiento de BI, se dise\u00f1aron distintas visualizaciones\/dashboard, pertenecientes a los Deptos. Evaluaci\u00f3n de Proyectos, Investigaci\u00f3n de Accidentes y Sanciones, Propiedad Minera, Fiscalizaci\u00f3n, Estad\u00edsticas), con datos de fiscalizaciones, hallazgos, accidentabilidad reportada por las empresas, medidas correctivas, entre otros. Tambi\u00e9n se avanz\u00f3 en el proyecto \"0 Accidente Fatal\", que pretende por medio de la inteligencia de datos, realizar an\u00e1lisis predictivos en la miner\u00eda y contribuir a la reducci\u00f3n de accidentes en la industria.\nInvestigaci\u00f3n de accidentes mineros y sanciones:\nMediante la Resoluci\u00f3n N\u00b03202 del 23 de noviembre de 2018, se cre\u00f3 bajo la Subdirecci\u00f3n Nacional de Miner\u00eda, el Departamento de Investigaci\u00f3n de Accidentes y Sanciones. El Departamento ha fortalecido las tareas institucionales de manera que el proceso de evaluaci\u00f3n de propuestas de sanci\u00f3n est\u00e9 respaldado con los antecedentes necesarios que acrediten la contravenci\u00f3n a la normativa vigente. Tambi\u00e9n, se define que le cabe un rol en asistir t\u00e9cnicamente a las emergencias mineras.\nDurante el a\u00f1o 2020, se realizaron 57 investigaciones de accidentes, donde se redujo en promedio 31% los d\u00edas h\u00e1biles de elaboraci\u00f3n de estos informes y se mejor\u00f3 el seguimiento de los procesos sancionatorios, implement\u00e1ndose el Sistema BPMS de estos procesos, estandarizando sus estados por etapa, mejor\u00e1ndose la trazabilidad de los expedientes y adem\u00e1s se implementaron reportes y visualizaciones en la Plataforma PowerBI de la SDMN.\nSe integraron dos procesos a BPMS: evaluaci\u00f3n de Planes de Cierre y los Procesos Sancionatorios, lo que permite llevar trazabilidad completa de estos procesos a nivel nacional, junto con el seguimiento, reportabilidad y almacenamiento de la informaci\u00f3n utilizada y generada.\nRevisi\u00f3n de proyectos de explotaci\u00f3n bajo y sobre 5000 TPM:\nLa revisi\u00f3n de Proyectos de Explotaci\u00f3n constituye una actividad regular en la instituci\u00f3n. De los distintos proyectos ingresados al SERNAGEOMIN, durante el 2020, 1.130 correspond\u00edan a proyectos bajo 5 mil toneladas y 168 sobre 5 mil toneladas de mineral mensual.\nDurante el 2020 Sernageomin revis\u00f3 1.130 proyectos bajo 5000 TPM, lo que represent\u00f3 un incremento de 45% con respecto a los 778 proyectos revisados en 2019. En relaci\u00f3n con los proyectos sobre 5000 TPM, el a\u00f1o 2020 Sernageomin revis\u00f3 168, lo que constituye un incremento de 49% con respecto a los 113 revisado en el 2019. En el \u00e1rea de Evaluaci\u00f3n de Proyectos, en 2020, tom\u00f3 gran relevancia por la condici\u00f3n sanitaria por el COVID-19, la habilitaci\u00f3n en la p\u00e1gina del SERNAGEOMIN para ingresar los proyectos al Servicio de manera On Line interconectado con la plataforma SUPER del Estado, que permite a los usuarios revisar en l\u00ednea el avance de sus permisos sectoriales, desarrollada durante 2019. Esto se tradujo en una excelente alternativa para disminuir la entrega presencial de proyectos en las respectivas Direcciones Regionales, digitalizando este proceso y reduciendo la utilizaci\u00f3n de papel durante el proceso de revisi\u00f3n y gesti\u00f3n de la evaluaci\u00f3n de los proyectos.\nDep\u00f3sitos de Relaves: \nEn el marco del DS 248 sobre el \u201cReglamento para la aprobaci\u00f3n de proyectos de dise\u00f1o, construcci\u00f3n, operaci\u00f3n y cierre de los dep\u00f3sitos de relaves del Ministerio de Miner\u00eda\u201d, el Servicio ejecut\u00f3 419 fiscalizaciones a dep\u00f3sitos de relaves, y recibi\u00f3 150 informes trimestrales de las empresas mineras sobre la operaci\u00f3n de sus tranques de relaves activos.\nLa Subdirecci\u00f3n Nacional de Miner\u00eda mantuvo actualizado un Catastro Nacional de Dep\u00f3sitos de Relaves, correspondiente a 757 dep\u00f3sitos de relaves identificados en el a\u00f1o 2020, de los cuales 112 dep\u00f3sitos est\u00e1n activos, 173 abandonados, 467 inactivos y 5 en construcci\u00f3n.  Respecto a los dep\u00f3sitos activos, 51 de ellos corresponden a los definidos como tranque de relave.\nPlanes de cierre:\nEl Servicio en su rol de fiscalizaci\u00f3n del adecuado cumplimiento de la Ley 20.551, realiz\u00f3 en el a\u00f1o 2020, 56 Fiscalizaciones de Planes de Cierre de faenas mineras menores a 5.000 TPM y 60 fiscalizaciones de Planes de cierre mayores a 10.000 TPM.  Adem\u00e1s, se resolvieron 725 planes de cierre simplificados y 42 planes de cierre sometidos al procedimiento de aplicaci\u00f3n general.\nEn el caso espec\u00edfico de la Tramitaci\u00f3n electr\u00f3nica de los Planes de cierre, a principios del a\u00f1o 2020, se implement\u00f3 la plataforma electr\u00f3nica para la tramitaci\u00f3n de planes de cierre BPMS, comenzando su puesta en marcha con la incorporaci\u00f3n al sistema de los proyectos que se encontraban en ese momento en tramitaci\u00f3n, continu\u00e1ndolos por este medio hasta ser resueltos.\nDepartamento de Propiedad Minera:\nDurante el a\u00f1o 2020, se revisaron y despacharon 3.816 expedientes de explotaci\u00f3n (mensuras) y 15.864 de concesiones de exploraci\u00f3n minera (pedimentos). A nivel nacional, se asignaron 15.501 roles de exploraci\u00f3n y 2.454 roles de explotaci\u00f3n; de acuerdo con el Art\u00edculo 90 del C\u00f3digo de Miner\u00eda, se public\u00f3 en junio del a\u00f1o 2020 la n\u00f3mina de las concesiones que se constituyeron en el a\u00f1o calendario anterior, que corresponden a un total de 13.811 concesiones mineras de exploraci\u00f3n y 2.199 concesiones de explotaci\u00f3n. Adem\u00e1s, se tramitaron y reconocieron 117 beneficios de patentes especiales para peque\u00f1os mineros y mineros artesanales de la Ley N\u00b019.719 para los a\u00f1os 2020 \u2013 2021.Respecto de las 3.816 mensuras, el tiempo promedio de revisi\u00f3n de 60 d\u00edas fue superado, logrando un tiempo promedio de revisi\u00f3n efectiva de 40,7 d\u00edas por expediente (155.317d\u00edas\/3.815expedientes de explotaci\u00f3n). En el caso de la revisi\u00f3n de pedimentos, el tiempo promedio de revisi\u00f3n alcanz\u00f3 un efectivo de 25 d\u00edas por expediente (396.616 d\u00edas\/15.864 expedientes).\nRevisi\u00f3n de Estudios de Impacto Ambiental (EIA) y Declaraciones de Impacto Ambiental (DIA) con Componentes Geol\u00f3gicos y\/o Mineros:\nEn el a\u00f1o 2020, en el Servicio se evaluaron 58 EIA, de los cuales fueron 35 Estudios de Impacto Ambiental (EIA) y 23 adendas de EIA, y 538 DIA con pronunciamientos (352 revisiones de Declaraciones de Impacto Ambiental (DIA) y 186 adendas), al 31\/12\/2020.\nCentro de Capacitaci\u00f3n:\nEn el a\u00f1o 2020, se finalizaron 14 cursos para la formaci\u00f3n de Expertos en Prevenci\u00f3n de Riesgos (Curso t\u00e9cnicas de prevenci\u00f3n de riesgos para la industria extractiva minera nacional), capacitando a 376 profesionales (257 hombres y 119 mujeres), al 31 de diciembre del 2020. \nEn el contexto pand\u00e9mico se logr\u00f3 realizar, mediante el Proyecto piloto desarrollado en la Regi\u00f3n de Tarapac\u00e1 en establecimientos de educaci\u00f3n media T\u00e9cnico-Profesional (TP) de Iquique y Alto Hospicio, la capacitaci\u00f3n v\u00eda online a 340 alumnos\/as del \u201cCURSO DE MONITOR\/A DE SEGURIDAD MINERA\u201d, cuyo objetivo fue capacitar a estos j\u00f3venes y sus profesores en el \u00e1rea de la prevenci\u00f3n y gesti\u00f3n
