{"acta":{"id":103,"estado":"cerrada","institucion_id":"145","created_at":"2022-01-14 15:13:18","updated_at":"2022-03-04 20:48:51","deleted_at":null,"usuario_cierre_id":"65","estado_global":null,"archivo_cierre":"Acta de Entrega de Informaci\u00f3n - Servicio Nacional de la Mujer y la Equidad de G\u00e9nero.pdf","institucion":{"id":145,"codigo":"BB002","nombre":"Servicio Nacional de la Mujer y la Equidad de G\u00e9nero (SERNAMEG)","created_at":"2021-12-21 16:15:46","updated_at":null,"deleted_at":null,"institucion_padre_id":"23","tipo":"capitulo","orden":"2","autoridad_saliente":null,"cargo_saliente":null,"autoridad_entrante":null,"cargo_entrante":null,"link_biblioteca":null},"gestion":{"id":78,"enlace_marco_normativo":"https:\/\/www.portaltransparencia.cl\/PortalPdT\/pdtta\/-\/ta\/AT001\/PMN\/MN","enlace_definiciones_estrategicas":"http:\/\/www.dipres.cl\/597\/articles-261006_doc_pdf.pdf","enlace_estructura_organica":"https:\/\/www.portaltransparencia.cl\/PortalPdT\/pdtta\/-\/ta\/AT001\/EO\/ORGRAMA","enlace_compromisos_gestion":"http:\/\/www.dipres.gob.cl\/597\/articles-218440_doc_pdf.pdf","enlace_ejecucion_presupuestaria":"http:\/\/www.dipres.gob.cl\/597\/w3-multipropertyvalues-25771-25910.html#ejec_programa","enlace_ejecucion_presupuestaria_aprobado":"http:\/\/www.dipres.gob.cl\/597\/w3-multipropertyvalues-15145-34905.html#ley_programa","balance_logros":"Resultados Gesti\u00f3n 2018 -2021\n\nEl Servicio Nacional de la Mujer y la Equidad de G\u00e9nero (SernamEG), tiene como Misi\u00f3n: \u201cFortalecer las autonom\u00edas y ejercicio pleno de derechos y deberes de la diversidad de las mujeres, a trav\u00e9s de la implementaci\u00f3n y ejecuci\u00f3n de Pol\u00edticas, Planes y Programas de Igualdad y Equidad de G\u00e9nero, considerando el enfoque territorial, y aportando al cambio cultural que se requiere para alcanzar una sociedad m\u00e1s igualitaria entre mujeres y hombres en el pa\u00eds\u201d.\nEl 23 de mayo de 2018, el Presidente Sebasti\u00e1n Pi\u00f1era Eche\u00f1ique, junto a la Ministra de la Mujer y la Equidad de G\u00e9nero, Isabel Pl\u00e1 Jarufe, presentaron a la ciudadan\u00eda la Agenda Mujer 2018-2022, donde se plantearon cuatro pilares estrat\u00e9gicos para nuestro trabajo con y para las mujeres de Chile.\nLos ejes elegidos fueron: Tolerancia Cero a la Violencia Contra Las Mujeres; Igualdad de Derechos, Deberes y Obligaciones para mujeres y hombres; Fortalecer y Avanzar en la Autonom\u00eda Econ\u00f3mica de las mujeres y Potenciar los Liderazgos Femeninos en espacio de toma de decisiones.\nComo Servicio Nacional de la Mujer y la Equidad de G\u00e9nero, durante estos cuatro a\u00f1os hemos aplicado estos lineamientos de manera estrat\u00e9gica en cada uno de nuestros programas, con el fin de apoyar y acompa\u00f1ar a la diversidad de mujeres que viven en nuestro territorio.\nBajo estos par\u00e1metros, se nos encomend\u00f3 como Servicio entregar las herramientas necesarias para que las usuarias de nuestros Programas pudiesen alcanzar la autonom\u00eda econ\u00f3mica, por ejemplo, a trav\u00e9s de capacitaciones que permitieran formalizar sus emprendimientos, comercializar de manera digital o generar espacios asociativos f\u00edsicos de ventas. As\u00ed tambi\u00e9n, que todas aquellas mujeres que hubiesen vivido o estuvieran viviendo violencia, pudiesen recuperar su autonom\u00eda, a trav\u00e9s de la intervenci\u00f3n sicosociojur\u00eddica de nuestros equipos expertos en violencia en el contexto de pareja o ex pareja, con el fin de tener un proceso de reparaci\u00f3n y conseguir justicia en sus casos. \nAsimismo, con la finalidad de contribuir a fortalecer la autonom\u00eda f\u00edsica de mujeres y j\u00f3venes entregando herramientas para el proceso de toma de decisiones informadas vinculadas a la sexualidad, maternidad y proyecto de vida poniendo en conocimiento sus derechos respecto a la sexualidad, en el \u00faltimo per\u00edodo se pudo avanzar incluso en la l\u00ednea de la gesti\u00f3n menstrual. \nPor \u00faltimo, entregamos formaci\u00f3n a mujeres decididas a estar en espacios de toma de decisiones y quienes quer\u00edan transformarse en lideresas de sus comunidades. Con orgullo podemos decir que la participaci\u00f3n pol\u00edtica de las mujeres en Chile va en aumento y que una parte de estas mujeres, que hoy est\u00e1n en cargos de representaci\u00f3n popular, fueron formadas en el SernamEG. Esperamos que muchas m\u00e1s puedan tomar este desaf\u00edo en b\u00fasqueda de la autonom\u00eda pol\u00edtica.\nDurante estos cuatro a\u00f1os de gesti\u00f3n hemos avanzado notablemente en nuestras coberturas, especialmente en lo referido a violencia contra las mujeres. Sin embargo, no puedo dejar pasar esta oportunidad y no hablar de c\u00f3mo la Pandemia del Covid-19 afect\u00f3 nuestro quehacer institucional.\nR\u00e1pidamente, como servicio debimos transformar una oferta program\u00e1tica creada y pensada para ser realizada de manera presencial, a una nueva forma de trabajar en el mundo digital. Ten\u00edamos claro que no pod\u00edamos parar, que deb\u00edamos resolver como dar este salto para continuar con el trabajo en el territorio de cada uno de nuestros Programas. En este punto quisiera destacar a las funcionarias y los funcionarios de SernamEG, quienes pese a la adversidad pudieron generar contenidos en tiempo r\u00e9cord y adaptarse a nuevas formas de trabajo. As\u00ed tambi\u00e9n, destaco a quienes siguieron trabajando de manera presencial, pues era fundamental tener operativa nuestra oferta program\u00e1tica a lo largo de todo el pa\u00eds. \nLa Pandemia del Covid-19 a nivel mundial nos mostr\u00f3 un recrudecimiento de la violencia contra las mujeres. Chile no estuvo exento de esto, por esta raz\u00f3n focalizamos parte importante de nuestro quehacer en esta tem\u00e1tica. Aumentamos la oferta de canales de atenci\u00f3n pasando de tener solo el Fono Orientaci\u00f3n 1455, a contar con un WhatsApp Silencioso (+569 9700700) y el Chat 1455 en nuestra p\u00e1gina web, formas de comunicaci\u00f3n especialmente pensadas para mujeres que estaban viviendo con sus agresores.\nEl SernamEG cuenta con presencia en todo el territorio a nivel nacional a trav\u00e9s a las 16 direcciones regionales y cuenta con las siguientes \u00c1reas Program\u00e1ticas: \u00c1rea Mujer y Trabajo, \u00c1rea Mujer, Sexualidad y Maternidad, \u00c1rea Mujer y Participaci\u00f3n Pol\u00edtica y la Unidad en Violencia contra las Mujeres.\n\ni. \u00c1rea Mujer y Trabajo \n\nEn esta \u00e1rea se ejecutan cuatro Programas con el objetivo de promover la autonom\u00eda econ\u00f3mica de las mujeres, trabajando sobre las Brechas, Barreras e Inequidades de G\u00e9nero que obstaculizan el poder contar con dicha autonom\u00eda, estos son los siguientes: Programa 4 a 7, Programa Buenas Pr\u00e1cticas Laborales con Equidad de G\u00e9nero, Programa Mujer Emprende y Programa Mujeres Jefas de Hogar. En el periodo 2021 se otorga financiamiento al Servicio para complementar el presupuesto de ejecuci\u00f3n del Servicio de Cooperaci\u00f3n T\u00e9cnica (SERCOTEC) para el Programa Capital Abeja Emprende. \n\na) Programa 4 a 7: este se hace cargo de una de las barreras m\u00e1s importantes que enfrentan las mujeres de Chile para acceder al mercado laboral, materializando as\u00ed el compromiso de Gobierno impulsado por el Presidente Sebasti\u00e1n Pi\u00f1era Eche\u00f1ique, que consiste en ampliar la cobertura del Programa de 4 a 7, que permite la permanencia de las y los hijos en el colegio despu\u00e9s de la jornada escolar a cargo de monitores y monitoras, duplicando durante la presente administraci\u00f3n, el n\u00famero de mujeres que acceden a los bene\ufb01cios del programa, respecto de aquellas que hab\u00edan sido bene\ufb01ciadas al 2018, a saber, 16.322 mujeres participantes, declarando de esta forma como prioritario y como un imperativo \u00e9tico, el asegurar una plena igualdad de derechos, obligaciones y oportunidades entre hombres y mujeres.\nLo anterior, en atenci\u00f3n a que, el tiempo que las mujeres dedican al cuidado, no s\u00f3lo compite con el tiempo que dedican al trabajo remunerado, sino que tambi\u00e9n compite con su tiempo de descanso, su tiempo de ocio, su tiempo para la participaci\u00f3n pol\u00edtica, etc. De este modo, la feminizaci\u00f3n del trabajo de cuidado no s\u00f3lo atenta contra la autonom\u00eda econ\u00f3mica de las mujeres, sino que tambi\u00e9n contra su autonom\u00eda f\u00edsica y su autonom\u00eda pol\u00edtica.\n\nDentro del periodo han participado en el Programa 4 a 7 27.914 mujeres y 37.798 ni\u00f1as y ni\u00f1os.\n\nb) Programa Buenas Pr\u00e1cticas Laborales con Equidad de G\u00e9nero: nace el 2006 y se constituye como una estrategia de acci\u00f3n que busca contribuir al cambio cultural en las relaciones sociales entre mujeres y hombres en contextos laborales, con el fin de eliminar las Brechas, Barreras, Inequidades de G\u00e9nero y toda forma de discriminaci\u00f3n que enfrentan- principalmente- las mujeres en el mundo laboral, y erradicar toda representaci\u00f3n de maltrato al interior de las instituciones laborales.\n\nEl SernamEG implementa diversas acciones para la difusi\u00f3n de las Buenas Pr\u00e1cticas Laborales con Equidad de G\u00e9nero, entre las que destacan dos: la promoci\u00f3n entre las organizaciones laborales, de la implementaci\u00f3n y certificaci\u00f3n de NCh3262:2012 Sistema de Gesti\u00f3n de Igualdad de G\u00e9nero y Conciliaci\u00f3n de la vida laboral, familiar y personal (actualizada en su versi\u00f3n 2021), junto con entrega del Sello Iguala Conciliaci\u00f3n. Durante el per\u00edodo 2018 a 2021, se firman 11 convenios y 60 acuerdos para la implementaci\u00f3n de la Norma con distintas empresas de las cuales, 34 se han Certificado en la Norma Chilena 3262 en el periodo.\n\nc) Programa Mujer Emprende : busca otorgar herramientas t\u00e9cnicas y de gesti\u00f3n a mujeres que cuenten con un emprendimiento de a lo menos un a\u00f1o de desarrollo, promoviendo estrategias que permitan fortalecer sus competencias y habilidades como emprendedoras, potenciando de esta manera el crecimiento, viabilidad y sostenibilidad de sus negocios, favoreciendo la entrada a otros espacios de formaci\u00f3n que apunten a generar nuevos canales de comercializaci\u00f3n y que garanticen un desarrollo continuo del emprendimiento.\n\nEn el periodo 4.025 emprendedoras participaron en las Escuelas de Emprendimiento, 913 en tutor\u00edas o mentor\u00edas, 280 en giras t\u00e9cnicas y 7.633 en Espacios de Comercializaci\u00f3n.\n\nd) Programa Mujeres Jefas de Hogar: el cual ha habilitado laboralmente a m\u00e1s de 101.327 mujeres entre el 2018 y el 2021. Se trata de una pol\u00edtica orientada preferentemente a las mujeres pertenecientes a los quintiles I, II y III. Es una estrategia de intervenci\u00f3n que combina el fortalecimiento y desarrollo de habilidades laborales, con la articulaci\u00f3n de la oferta y redes institucionales de apoyo en forma coordinada, oportuna y pertinente.\n\nEste Programa promueve la autonom\u00eda econ\u00f3mica de las mujeres jefas de hogar, entreg\u00e1ndoles un conjunto de herramientas que les permiten generar, gestionar ingresos y recursos propios a partir del trabajo remunerado, el acceso a la oferta p\u00fablica y de oportunidades de conciliaci\u00f3n con corresponsabilidad social entre vida personal, laboral, y familiar. Esto, a trav\u00e9s de talleres de formaci\u00f3n para el trabajo dependiente como independiente, capacitaci\u00f3n en oficios, procesos de intermediaci\u00f3n laboral y acceso a instrumentos de apoyo al emprendimiento, articulando con la institucionalidad p\u00fablica y privada el acceso de las participantes a la oferta existente para mejorar sus oportunidades de desarrollo en el trabajo dependiente como independiente de acuerdo a sus necesidades y demandas, y a trav\u00e9s de la consecuci\u00f3n de su proyecto laboral elaborado por cada mujer durante su participaci\u00f3n en el Programa.\n\nEl Programa Mujeres Jefas de Hogar, ha logrado posicionarse como una de las iniciativas p\u00fablicas relevantes en materia de promoci\u00f3n laboral para las mujeres. Es un programa social que, por un lado, reconoce el valor que las mujeres pueden entregar al desarrollo y la econom\u00eda del pa\u00eds a trav\u00e9s de su inserci\u00f3n laboral y, por otro lado, lo que significa para las mujeres generar y controlar recursos propios; construyendo un nuevo camino de dignidad y de autonom\u00eda econ\u00f3mica. \n\n\nii. \u00c1rea Mujer, Sexualidad y Maternidad \n\nEl Programa Mujer, Sexualidad y Maternidad (MSM), apunta a contribuir y fortalecer la autonom\u00eda f\u00edsica de mujeres y j\u00f3venes por medio de la entrega de herramientas que fomenten el empoderamiento en la toma de decisiones, promuevan la igualdad de mujeres y hombres y la no discriminaci\u00f3n de las mujeres. Para esto, se vuelve relevante promover la reflexi\u00f3n hacia una concepci\u00f3n de la sexualidad y la maternidad de manera integral, bas\u00e1ndose en el respeto y en la libertad de las personas para decidir sobre su proyecto de vida.\n\nDesde el 2018 al 2021, 61.168 personas participaron en el Programa Buen Vivir de la Sexualidad y la Reproducci\u00f3n y  el Programa Mujer, Sexualidad y Maternidad. De \u00e9stas, 13.093 participaron en los talleres de j\u00f3venes, 15.243 en los talleres de mujeres y 1.936 en los talleres de maternidad adolescente, alcanzando una participaci\u00f3n total en talleres de 30.272 personas. Tambi\u00e9n, 16.896 personas recibieron acompa\u00f1amientos y atenciones personalizadas y 13.980 personas fueron parte de las Jornadas de Prevenci\u00f3n en Salud Integral.\n\n\n\n\n\niii. \u00c1rea Mujer y Participaci\u00f3n Pol\u00edtica\n\nEl Programa busca promover la equidad de g\u00e9nero y el liderazgo de las mujeres, fortaleciendo su autonom\u00eda social y pol\u00edtica, nivel de empoderamiento, poder ciudadano y participaci\u00f3n en la toma de decisiones de la sociedad chilena, a trav\u00e9s de sus dos componentes: Escuelas de Lideres y Actividades de Sensibilizaci\u00f3n.\n\na) Escuelas de L\u00edderes Pol\u00edticas, las cuales tienen como objetivo tienen como objetivo potenciar y desarrollar habilidades comunicacionales y de negociaci\u00f3n en mujeres interesadas en participar en espacios de toma de decisi\u00f3n y mejorar su liderazgo social y pol\u00edtico. Desde el  2016 se han capacitado 4.268 mujeres. \n\nb) Actividades de Sensibilizaci\u00f3n, desde el 2019 se han capacitado 12.216 mujeres en tem\u00e1ticas que fortalezcan sus liderazgos y refuercen sus habilidades para intervenir en la toma de decisiones sociales y pol\u00edticas, promoviendo as\u00ed su autonom\u00eda y mayor nivel de empoderamiento.\n\nEn el periodo 2021 y en el marco de las elecciones se presentaron, de las participantes, 10 mujeres como candidatas a alcaldesa, 283 a concejalas, 26 a constituyentes y 2 a gobernadoras. De estas, 41 fueron elegidas como concejalas y 1 como alcaldesa.\n\n\niv. Unidad en Violencia contra las Mujeres\n\nLa Unidad en Violencia contra las Mujeres (VCM) tiene como objetivo: \u201cContribuir a fortalecer las autonom\u00edas de las mujeres, promoviendo su derecho a una vida libre de violencias, a trav\u00e9s de programas e iniciativas relacionadas con la prevenci\u00f3n, atenci\u00f3n y reparaci\u00f3n de la violencia contra las mujeres y el acceso a la justicia a trav\u00e9s de la representaci\u00f3n jur\u00eddica especializada\u201d, esto a trav\u00e9s de dos programas:\n\na) El Programa de Atenci\u00f3n, Protecci\u00f3n y Reparaci\u00f3n (APR), tiene como objetivo disminuir el da\u00f1o psicosocial en mujeres v\u00edctimas de violencia de g\u00e9nero, desplegando un entramado de dispositivos a nivel nacional y l\u00ednea de intervenci\u00f3n que constituyen el Sistema Nacional de Respuesta de la Red VCM SernamEG, siendo una parte fundamental de la respuesta del Estado al problema de la Violencia contra las Mujeres.\n\nEn el periodo para el Programa de Atenci\u00f3n, Protecci\u00f3n y Reparaci\u00f3n el servicio cuenta con la siguiente Red Territorial:\n\n\uf0a7\t43 Casas de Acogida.\n\uf0a7\t114 Centros de la Mujer.\n\uf0a7\t16 Centro de Reeducaci\u00f3n de Hombres.\n\uf0a7\t1 Casa de Acogida Trata.\n\uf0a7\t3 Centros de Atenci\u00f3n y Reparaci\u00f3n en Violencia Sexual.\n\uf0a7\t1 Centro de Representaci\u00f3n Jur\u00eddica en Centro de Medidas Cautelares.\n\uf0a7\t7 Centros de Atenci\u00f3n Reparatoria.\n\uf0a7\t1 Dispositivo de Apoyo Enlace Atenci\u00f3n Psicosocial Continua. \n\uf0a7\t1 Centro de la Mujer Sorda.\n\nAdem\u00e1s de contar con el Servicio de Atenci\u00f3n Telef\u00f3nica y Telem\u00e1tica #1455 y la L\u00ednea de Violencia Extrema, Femicidios y Casos de Connotaci\u00f3n P\u00fablica.\n\nb) El Programa Prevenci\u00f3n tiene como objetivo contribuir a fortalecer el rol preventivo en materia de prevenci\u00f3n en violencia de g\u00e9nero en j\u00f3venes hombres, mujeres y personas de identidades sexuales y de g\u00e9nero diversa, de 14 a 29 a\u00f1os y agentes estrat\u00e9gicos que trabajan con j\u00f3venes. A partir del contexto de pandemia, cuenta con dos modelos de intervenci\u00f3n, que buscan profundizar aprendizajes de menor a mayor complejidad, a trav\u00e9s de cuatro l\u00edneas de intervenci\u00f3n (difusi\u00f3n, sensibilizaci\u00f3n, capacitaci\u00f3n y coordinaci\u00f3n intersectorial), pudiendo ser en su operativa un continuo virtuoso de intervenci\u00f3n comunitaria.\n\nLa l\u00ednea de acci\u00f3n Capacitaci\u00f3n se orienta a la entrega y fortalecimiento de herramientas para el abordaje de la VCM e incluye tres modalidades:\n\na)\tFormaci\u00f3n de Monitoras\/es Juveniles para la Prevenci\u00f3n de la VCM. \n\nb)      Formaci\u00f3n de Agentes Preventivos de la VCM.\n\nc)       Curso E-learning en VCM para funcionarios\/as p\u00fablicos.\n\nLa cobertura alcanzada durante estos 4 a\u00f1os es de: 46.158 personas.\n\nHoy como instituci\u00f3n tenemos nuevos desaf\u00edos, que van desde el apoyo a la reinserci\u00f3n laboral de las mujeres, el trabajo con las juventudes para generar un cambio cultural real frente a la tem\u00e1tica de la Violencia de G\u00e9nero, hasta algo no menos importante como es la promoci\u00f3n en las empresas e instituciones p\u00fablicas y privadas de las Buenas Pr\u00e1cticas Laborales con Equidad de G\u00e9nero. \n\nNuestro pa\u00eds est\u00e1 en un proceso de cambio, que requiere que todas y todos los actores de la sociedad trabajemos de manera mancomunada para terminar con las brechas de g\u00e9nero que afectan a las mujeres en Chile.\n\nPara mayores detalles de la informaci\u00f3n contenida en este documento, les invitamos a revisar la p\u00e1gina web: www.sernameg.gob.cl","estado":"borrador","acta_id":"103","created_at":"2022-01-14 15:13:18","updated_at":"2022-03-04 20:00:40","deleted_at":null,"programas":{"preparacion":[{"id":2900,"nombre":"No aplica","monto":"0","etapa":"No aplica","acta_id":"103","created_at":"2022-01-27 19:37:46","updated_at":"2022-01-27 19:37:46","deleted_at":null,"tipo_programa":"preparacion"}],"ejecucion":[{"id":459,"nombre":"4 a 7","monto":"4137070000","etapa":"Ejecutado.
