La evoluci\u00f3n y mejoras en los dispositivos aplicados por la Agencia tuvieron un antes y un despu\u00e9s, luego de las situaciones contingentes del estallido social y la pandemia. Los dispositivos y l\u00edneas de servicio no pudieron ser ejecutadas en t\u00e9rminos normales y el servicio se debi\u00f3 reconvertir para seguir contribuyendo al sistema escolar y a las escuelas. \n\nPor eso, en cuanto comenz\u00f3 la pandemia, los esfuerzos se enfocaron en c\u00f3mo seguir cumpliendo con nuestra labor y, especialmente, en c\u00f3mo seguir contribuyendo con los establecimientos en un escenario que todos desconoc\u00edamos. R\u00e1pidamente los profesionales de la Agencia se volcaron para adaptar y crear nuevos instrumentos que fueran coherentes con el contexto actual, pero sobre todo \u00fatiles para las escuelas. As\u00ed, nacieron el Diagn\u00f3stico Integral de Aprendizajes, Lila y sus emociones, Agencia Orienta: mentor\u00eda para equipos directivos, Agencia Conecta, la Visita Remota, entre otros. Todos estos instrumentos tienen un objetivo en com\u00fan: contribuir para que el total de nuestras y nuestros estudiantes sigan aprendiendo. Todo este esfuerzo institucional fue reconocido mediante la obtenci\u00f3n del Premio a la Excelencia Institucional en el a\u00f1o 2021. \n\nLos tres ejes de acci\u00f3n de la Agencia son Evaluar, Orientar e Informar. A continuaci\u00f3n, se presentan los principales resultados de la gesti\u00f3n 2018-2022.\n\n\nEVALUAR: CONTEXTO NORMALIDAD Y PANDEMIA\n\nRespecto a la implementaci\u00f3n del Plan de Evaluaciones 2016-2020, en 2018, se aplic\u00f3 SIMCE en 4\u00b0 b\u00e1sico, 6\u00b0 b\u00e1sico y II medio con una cobertura del 99,14% y teniendo un presupuesto de M$ 11.835.244. En 2019, el SIMCE se aplic\u00f3 a nivel nacional en 8\u00b0 b\u00e1sico de manera normal (99,92%), en el caso de 4\u00b0 b\u00e1sico (84,82%) y II medio (75,87%) hubo dificultades a causa de la crisis social a partir del 18 de octubre, siendo los resultados de esta aplicaci\u00f3n (2019) para fines de diagn\u00f3stico e investigaci\u00f3n, sin consecuencias para los establecimientos educacionales. El costo de la aplicaci\u00f3n SIMCE en 2019 tuvo un presupuesto de M$ 10.113.247. En este mismo proceso, se evaluaron los Indicadores de Desarrollo Persona y Social (IDPS), los que corresponden a 8 indicadores denominados \u201cotros indicadores de calidad\u201d, cuatro de ellos son corresponden a cuestionarios aplicados a docentes, estudiantes y padres y apoderados, y los cuatro restantes a registros administrativos del Ministerio de Educaci\u00f3n. \n\nComo resultado de lo anterior (aplicaci\u00f3n de SIMCE e IDPS), se realiza la Ordenaci\u00f3n de los establecimientos educacionales, la que toma como insumo el resultado de las evaluaciones antes mencionadas del respectivo a\u00f1o anterior. Esta Ordenaci\u00f3n corresponde a una herramienta que entrega informaci\u00f3n integral de cada establecimiento educacional, expandiendo la mirada de calidad, superando la visi\u00f3n centrada en el SIMCE. As\u00ed, en 2018 est\u00e1 Ordenaci\u00f3n tuvo un presupuesto de M$ 174.794 y en el a\u00f1o 2019 un presupuesto de M$ 42.967.  Respecto a la Ordenaci\u00f3n del a\u00f1o 2020, no pudo ser realizada debido a la manera irregular en la que se aplic\u00f3 la prueba SIMCE, donde, producto del estallido social, hubo aplicaci\u00f3n parcial en algunos niveles (4\u00b0 b\u00e1sico y II medio).  En este caso, se mantuvo la Ordenaci\u00f3n del a\u00f1o anterior. En el a\u00f1o 2021 no hubo Ordenaci\u00f3n ya que, en 2020, no pudo ser aplicado SIMCE, misma situaci\u00f3n en el a\u00f1o 2021, en ambos casos esto fue como consecuencia de la pandemia, la que afect\u00f3 fuertemente el funcionamiento del sistema educativo. \n\nPor otro lado, la Agencia realiza estudios y coordina la participaci\u00f3n del pa\u00eds en pruebas estandarizadas internacionales constituy\u00e9ndose estos como una herramienta de evaluaci\u00f3n que se aplica a una muestra representativa y cuyos resultados permiten comparar los logros de aprendizaje de los estudiantes respecto a los de otros pa\u00edses, en el periodo 2018-2022 se han realizado estudios internacionales como PISA, ICILS, TIMSS y ERCE.\n\nEn la misma l\u00ednea evaluativa, en 2018 y 2019 se realiz\u00f3 la Evaluaci\u00f3n Progresiva, herramienta que se dispuso a los establecimientos educacionales para medir el progreso de los alumnos, la que const\u00f3 de 3 pruebas para su aplicaci\u00f3n: inicio (diagn\u00f3stico), mitad (monitoreo) y final (trayectoria), en 2018 y 2019 se aplic\u00f3 en 2\u00b0 b\u00e1sico en Comprensi\u00f3n de Lectura y 7\u00b0 b\u00e1sico en Matem\u00e1tica y tuvo una cobertura de 3500 establecimientos educacionales aproximadamente.\n\nRespecto a los docentes, la Agencia colabor\u00f3 con el Centro de Perfeccionamiento, Experimentaci\u00f3n e Investigaciones Pedag\u00f3gicas (CPEIP), en el proceso de aplicaci\u00f3n de la Evaluaci\u00f3n de Conocimientos Espec\u00edficos y Pedag\u00f3gicos (ECEP), apoyando la elaboraci\u00f3n del instrumento, puesta en marcha de la plataforma y an\u00e1lisis de datos. \n\nA contar de 2020, y como resultado del contexto cambiante como consecuencia del estallido social en 2019 y la pandemia a partir de 2020, la Agencia realiz\u00f3 una serie de adecuaciones a sus dispositivos en el prop\u00f3sito de cumplir su funci\u00f3n y dar continuidad de servicios a las escuelas en el momento que m\u00e1s lo requer\u00edan.\n\nEn primer lugar, se desarroll\u00f3 el Diagn\u00f3stico Integral de Aprendizajes (DIA), que es un conjunto de herramientas de evaluaci\u00f3n que tiene como prop\u00f3sito diagnosticar tanto el bienestar socioemocional de las y los estudiantes, como los aprendizajes en las \u00e1reas de Lectura y Matem\u00e1tica, y as\u00ed aportar en el mejoramiento de \u00e9stas. Este instrumento entrega informaci\u00f3n de manera inmediata y su finalidad es orientar la toma de decisiones pedag\u00f3gicas de directivos, docentes y equipos de apoyo. \nEn el a\u00f1o 2020, se evaluaron los aprendizajes de lectura y matem\u00e1tica, y el bienestar emocional, participando 7.250 establecimientos educacionales. El presupuesto fue de M$ 107.155.\nEn el a\u00f1o 2021, se agregaron nuevas \u00e1reas de evaluaci\u00f3n: Formaci\u00f3n Ciudadana, Historia y Geograf\u00eda y Ciencias. Ese a\u00f1o, el DIA se compuso de 3 evaluaciones: 1. Diagn\u00f3stico, enfocado en evaluar c\u00f3mo llegan los estudiantes para enfrentar los aprendizajes futuros durante el a\u00f1o escolar; 2. Monitoreo Intermedio, enfocado en evaluar c\u00f3mo avanzan los estudiantes hacia el logro de los aprendizajes esperados para el a\u00f1o escolar; y 3. Evaluaci\u00f3n de Cierre, enfocado en visualizar cu\u00e1l fue el progreso de aprendizaje de los estudiantes al finalizar el a\u00f1o escolar, esto permiti\u00f3 evaluar los avances en el logro de los objetivos de aprendizaje de los estudiantes. En 2021 participaron 8.002 establecimientos educacionales y tuvo un presupuesto de M$ 363.711. \n\nEn el a\u00f1o 2020, se aplic\u00f3 adem\u00e1s el Estudio Exploratorio Digital (E3d), el que naci\u00f3 del desaf\u00edo que impuso la pandemia en cuanto a encaminar la labor institucional hacia nuevos formatos de evaluaci\u00f3n. Este estudio, 100% digital y en l\u00ednea, se enmarc\u00f3 en un convenio con la Universidad de La Frontera y consisti\u00f3 en una evaluaci\u00f3n realizada v\u00eda remota a estudiantes de 8\u00b0 b\u00e1sico y cuyos resultados proveyeron a los establecimientos de informaci\u00f3n que les permiti\u00f3 planificar y tomar decisiones enfocadas en el mejoramiento en el \u00e1rea socioemocional dado el contexto de emergencia sanitaria en el que se desarrollaba el proceso educativo. Los resultados fueron entregados a los establecimientos mediante una plataforma din\u00e1mica de resultados con foco pedag\u00f3gico, as\u00ed mismo, se puso a disposici\u00f3n de los establecimientos un taller para el uso de los datos del estudio.\n\nA nivel parvulario, se desarroll\u00f3 \u201cLila y sus Emociones\u201d, herramienta para diagnosticar, monitorear y promover el desarrollo socioemocional en ni\u00f1os y ni\u00f1as desde 3 a 6 a\u00f1os. Este diagn\u00f3stico permiti\u00f3, tanto a las familias como a los equipos pedag\u00f3gicos, conocer y abordar el bienestar socioemocional de ni\u00f1os y ni\u00f1as a partir de la historia de Lila, una ardilla creada por la Agencia, que busca que las y los p\u00e1rvulos conozcan y profundicen sobre las emociones de los personajes, as\u00ed como sus vivencias durante la pandemia. Durante el a\u00f1o 2020, m\u00e1s 12.000 personas visitaron y revisaron el material de Lila y sus emociones. Su presupuesto en 2020 fue de M$ 1.000 y en 2021 de M$ 1.613.\n\nEn cuanto a la implementaci\u00f3n del Sistema de Aseguramiento de la Calidad en Educaci\u00f3n Parvularia, en el periodo 2018-2021 se avanz\u00f3 de manera decisiva para incorporar a este nivel al sistema. El Modelo de Orientaci\u00f3n y Evaluaci\u00f3n en Educaci\u00f3n Parvularia se compone de 4 componentes: DID (proceso de autoevaluaci\u00f3n y reflexi\u00f3n), Priorizaci\u00f3n (a partir del proceso de autoevaluaci\u00f3n se identifican los centros educativos que requieren m\u00e1s apoyo para mejorar la gesti\u00f3n educativa), Visitas de Evaluaci\u00f3n y Orientaci\u00f3n (visitas para evaluar y orientar los procesos de gesti\u00f3n de los establecimientos priorizados) y Monitoreo (observaci\u00f3n sistem\u00e1tica y pertinente del aprendizaje y desarrollo integral a trav\u00e9s de un estudio muestral). En 2020, se desarroll\u00f3 el \u201cDiagn\u00f3stico Integral del Desempe\u00f1o (DID)\u201d, siendo este el primer componente del Modelo de Orientaci\u00f3n y Evaluaci\u00f3n en Educaci\u00f3n Parvularia y que consiste en el desarrollo de un proceso de autoevaluaci\u00f3n en el que participa toda la comunidad educativa: directivos, equipo pedag\u00f3gico, familias y ni\u00f1os y ni\u00f1as, quienes est\u00e1n invitados a reflexionar sobre sus pr\u00e1cticas y experiencia en torno a los Est\u00e1ndares Indicativos de Desempe\u00f1o de Educaci\u00f3n Parvularia. \nEl Plan de implementaci\u00f3n del DID contempl\u00f3 el pilotaje de la herramienta en el a\u00f1o 2020, en que participaron 141 jardines infantiles, cuyo presupuesto fue de M$ 167.574. En tanto, en 2021 se desarroll\u00f3 la marcha blanca para todo el nivel, en que participaron 3.546 jardines infantiles, con un presupuesto de M$ 100.493.\n\nORIENTAR\n\nLos dispositivos de orientaci\u00f3n y evaluaci\u00f3n del desempe\u00f1o tambi\u00e9n tuvieron cambios significativos en este periodo de gesti\u00f3n, tanto en coberturas como en modalidades de contacto con los establecimientos, lo que se vio acelerado por los efectos de la Pandemia en el sistema educativo. Ante la imposibilidad de asistir presencialmente a los colegios, los dispositivos de visita debieron reconvertirse r\u00e1pidamente a modalidades a distancias, manteniendo el est\u00e1ndar de servicio, y a la vez se desarrollaron otros mecanismos de orientaci\u00f3n y apoyo para acompa\u00f1ar a las escuelas.\n\nEn cuanto a la implementaci\u00f3n del Plan de Visitas, \u00e9stas han ejecutado ininterrumpidamente mediante la implementaci\u00f3n de Visitas de Evaluaci\u00f3n y Orientaci\u00f3n (enfocada en evaluar y orientar a establecimientos educacionales ordenados en la categor\u00eda de desempe\u00f1o insuficiente y medio-bajo) y Visita de Aprendizaje (enfocada en identificar las pr\u00e1cticas significativas en los establecimientos educacionales ordenados en la categor\u00eda de desempe\u00f1o alto, adem\u00e1s de orientar a otras comunidades escolares en la generaci\u00f3n de sus propias estrategias de mejoramiento). En 2019, a partir de la crisis social, se debi\u00f3 aplicar un plan de contingencia para poder dar cumplimiento al Plan de Visitas. En 2020 y 2021, los dispositivos de evaluaci\u00f3n y orientaci\u00f3n debieron adaptarse para las condiciones remotas imperantes producto de la situaci\u00f3n sanitaria. Se desarrollaron Visitas Remota, para evaluar los Est\u00e1ndares Indicativos de Desempe\u00f1o; Mentor\u00edas, para orientar a equipos directivos en el \u00e1mbito de evaluaci\u00f3n de aprendizaje, contenci\u00f3n socioemocional, gesti\u00f3n curricular, liderazgo pedag\u00f3gico y uso de recursos para la gesti\u00f3n pedag\u00f3gica y Agencia Conecta, encuentro virtual que re\u00fane a establecimientos que tienen desaf\u00edos comunes. En 2018 se realizaron 706 visitas, en 2019 se realizaron 424 visitas, en 2020 se realizaron 5 visitas y 738 mentor\u00edas y, por \u00faltimo, en 2021 se ejecutaron 477 visitas y 217 mentor\u00edas. Ya en 2021 se consolid\u00f3 esta estructura de visitas y se sumaron visitas a Centros Educativos de Educaci\u00f3n Parvularia (100 en modo piloto) y visitas integrales de evaluaci\u00f3n y orientaci\u00f3n a Servicios Locales de Educaci\u00f3n P\u00fablica (SLEP): Barrancas, Costa Araucan\u00eda y Huasco. El presupuesto por cada a\u00f1o es en torno a los M$ 6.000.000.\n\nINFORMAR\n\nRespecto al proceso de entrega de los resultados educativos, que se realiza informando los resultados obtenidos en las evaluaciones SIMCE del a\u00f1o anterior, ha sido incremental respecto a los perfiles de usuario al que se entrega, considerando Sostenedores, Directivos y Docentes, Padres y Apoderados, y SLEP. Los medios utilizados para realizar esta entrega han sido f\u00edsicos y digitales, fortaleciendo fuertemente estos \u00faltimos, mejorando permanentemente el acceso para los usuarios y las maneras de mostrar la informaci\u00f3n, buscando un est\u00e1ndar institucional e interrelaci\u00f3n entre las distintas plataformas. El presupuesto asociado a esta actividad para 2018 fue de M$ 253.865 y en 2019 de M$ 303.447.\n\nEn este \u00e1mbito la Agencia ha mejorado de manera permanente sus canales de informaci\u00f3n, en este sentido, durante el a\u00f1o 2020 y 2021 se han fortalecido los canales digitales facilitando el acceso a la informaci\u00f3n para los usuarios en sus plataformas (de resultados educativos, ordenaci\u00f3n y visitas, con georreferenciaci\u00f3n mediante la herramienta Localiza).\nComo proceso complementario a esta entrega de resultados y con el prop\u00f3sito de socializar y dar mayor usabilidad a la informaci\u00f3n, se han desarrollado ciclos de capacitaciones, talleres y webinar en t\u00e9cnicas de uso de la informaci\u00f3n.\n\nEn este \u00e1mbito de Participaci\u00f3n Ciudadana e informaci\u00f3n, en 2020 se realiz\u00f3 la consulta ciudadana \u201c\u00bfqu\u00e9 es calidad de la educaci\u00f3n en contexto de pandemia?\u201d que tuvo como prop\u00f3sito que madres, padres y apoderados contribuyeran a la generaci\u00f3n de insumos para el a\u00f1o 2021 en cuanto a c\u00f3mo abordar una educaci\u00f3n de calidad en el contexto de pandemia y cuyos resultados fueron socializados tanto interna como externamente. En 2021 se realizaron la consulta Apod\u00e9rate y DIA las que permitieron retroalimentar el quehacer institucional en materias asociadas al contexto del sistema educativo. El presupuesto en 2020 fue de M$ 223.905 y en 2021 de M$ 261.119.\n\nRECONOCIMIENTO DE LA GESTI\u00d3N INSTITUCIONAL\n\nLos importantes cambios ocurridos desde 2020 y las respuestas de la Agencia a las necesidades de los establecimientos, contribuyeron a la obtenci\u00f3n del Premio a la Excelencia Institucional otorgado por el Servicio Civil, instancia a la que se postul\u00f3 con 3 iniciativas en los \u00e1mbitos de Eficiencia y Productividad, Calidad de Servicio y Gesti\u00f3n de Personas. En primer lugar, se present\u00f3 el Diagn\u00f3stico Integral de Aprendizajes (DIA), evaluaci\u00f3n que nace para responder al sistema educativo en el contexto sanitario y generar informaci\u00f3n para la toma de decisiones; en segundo lugar, el desarrollo de nuevas herramientas de orientaci\u00f3n como lo fue la mentor\u00eda y las visitas remotas y, en tercer lugar, el fortalecimiento del sistema de evaluaci\u00f3n del desempe\u00f1o institucional. Lo anterior, da cuenta de la capacidad que tuvo el Servicio, sus funcionarias y funcionarios, de adaptarse y responder, oportunamente, a las nuevas necesidades, lo que fue reconocido mediante este
